HCSO: Indictment of Former Detention Officer
HARRIS COUNTY, TX – On Wednesday, a Harris County Grand Jury issued an indictment of former Harris County Detention Officer Carrington Phillips. Phillips has been charged with Misdemeanor Assault following an October 2015 incident in the Harris County Jail.
On October 30, 2015, Phillips was escorting an inmate when an argument and subsequent assault ensued. A Harris County Sheriff’s Office Internal Affairs Investigation immediately revealed that Phillips struck the prisoner in the chest, causing him to fall striking his head. The inmate required medical attention, prompting an automatic investigation by the Harris County Sheriff’s Office Internal Affairs Division/Office of the Inspector General.
On November 6, 2015, former Detention Officer Phillips was notified that he was under investigation for criminal and administrative violations. On November 9, 2015, Phillips resigned his employment with the Harris County Sheriff’s Office.
On November 10, Harris County Sheriff’s Office investigators presented their completed investigation to the Harris County District Attorney’s Office.
