Press Release regarding Decoy Shoulder Tap Operation

On 03-12-11, the Walnut Creek Police Department's Community Policing Team arrested 3 subjects for furnishing alcoholic beverages to minors and 1 subject for public intoxication. These arrests were made during a program called a Decoy Shoulder Tap Operation.

Under the program, minors under the direct supervision of a peace officer stand outside a liquor or convenience store and ask patrons to buy them alcohol. The minors indicate in some way that they are underage and cannot purchase the alcohol.

The three subjects that purchased alcohol for the minors were cited and released with a court date. The subject that was arrested for public intoxication was taken to county jail. All four subjects arrested were Walnut Creek residents. The above operation targeted a total of seven establishments. Each person that was cited and/or arrested was at a different location.

The Decoy Shoulder Tap Operation is intended to reduce the availability of alcohol to minors and is part of the Department of Alcoholic Beverage Control’s Minor Decoy/Shoulder Tap Grant Project, funded by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
