Officer responded to a report of subjects vandalizing a vehicle near Bannock House on W. Fremont. On arrival Watkins was found involved in a disturbance, challenging others to fight and was highly intoxicated. He was arrested for Disorderly Conduct, he resisted arrest and spit on officers that were placing him in a patrol car. The vandalism is still under investigation.
