Incident: Parolee Arrested for Several Charges After Standoff

On 11/10/2022 at approximately 6:05 PM, the Petaluma Police Department 911 Center received an emergency call from a business in the Plaza South Shopping Center with a female screaming for help. During the call, it was discovered that Daniel Rauer was chasing a female victim in the store whom he was restrained from seeing. During the incident, the victim used the stores mobile phone and had it ripped out of her hands by Rauer. He also assaulted the victim during the incident inside the store.
The victim was able to reach 911 with her personal cell phone and advised that she was able to lock herself in a room and that Rauer appeared to have fled out the store to his waiting pick-up truck.
A nearby Petaluma PD Officer observed Rauer leaving in his vehicle and then attempt to hide by parking his truck next to the victim’s vehicle. PPD officers were able to surround his vehicle with patrol vehicles and a spike strip to help prevent escape and for the safety of the surrounding public.
PPD officers attempted to negotiate with Rauer for several minutes in an effort to de-escalate the situation, but he was confrontational and refused to comply with any commands. During the negotiation, he made several motions that he was reaching for items throughout the truck and at times, appeared to be preparing his truck to leave by ramming the patrol vehicles. Rauer communicated with officers while in his truck and it was apparent, he could understand what was being said to him, but he refused to open his door or roll down his windows.
Due to the shopping center having several patrons walking nearby and vehicles driving in the area, PPD officer utilized a projectile device to shatter the rear window of the truck so that officers could try another means to increase communication with him. This was also done in an effort to resolve the standoff as safely as possible and to help prevent him from leaving and putting the nearby public in danger.
Shortly after, Rauer opened his front door and appeared to be surrendering when he jumped back in the truck and attempted to accelerate his truck towards a PPD patrol unit. Officers were nearby and were able to pull Rauer from the vehicle to prevent him from leaving. Rauer fought with officers and attempted to flee for several minutes. During the altercation, he was tasered and eventually was taken into custody.
Rauer was medically evaluated on scene by members of the Petaluma Fire Department Paramedic Unit. He was then transported by PPD officers to a nearby hospital to be medically cleared prior to booking at the Sonoma County Jail. Other than having the tasered applied to him, Rauer received only minor scratches during the incident. After he was medically cleared, he was transported to the Sonoma County Jail where he was book for the listed charges.
The Petaluma Police Department utilizes several safety tactics in an effort to bring tense situations to a peaceful end. The safety of the community is our utmost priority, and we would like to thank the nearby community members who cooperated with officers who were trying to resolve the incident.
