INDIANAPOLIS - Following an updated threat assessment related to the officer shot and officer-involved shooting on Sunday, February 27, 2022, at 1600 Woodlawn Avenue, IMPD Chief Randal Taylor released the names of the officers involved: Patrol Officer Thomas Mangan (1-year veteran) who was shot during this incident and Officer Daniel Majors (7-year veteran) who discharged his service weapon.

IMPD will continue to be open and transparent with our community, while protecting the integrity of criminal investigations, and officer safety. IMPD formalized a policy in 2020 which outlines when and how officers involved in critical incidents should be identified to the public. This policy solidifies IMPD’s practice of conducting a threat assessment by the IMPD Intelligence Unit following a critical incident and prior to releasing the names of the officers involved to protect the officer and their families. This policy ensures information is provided to the public as soon as possible. 
 
This incident is being investigated by IMPD’s Critical Incident Response Team (CIRT).  Detectives are working with the Marion County Prosecutors Office, and the Marion County Forensic Services Agency to ensure a fair and thorough investigation is completed. A separate internal investigation is being conducted by IMPD’s Internal Affairs Unit to ensure compliance with departmental policy, as is standard procedure in an officer-involved shooting.  
 
The civilian-majority Use of Force Review Board will conduct a mandatory review of this incident as it does for any use of deadly force against a person. This occurs after the conclusion of the criminal process.

UPDATE #2

Below is an update from the support team working with the family of the officer who was shot.  The officer's name is expected to be released on Friday afternoon.

Condition update released at the request of the family:

In summary, the gunshot caused significant damage to the officer’s laryngeal cartilage (commonly known as the "Adam's apple") and voice box (immediately behind the Adam's apple). After the injury, the officer was taken to the operating room emergently on Sunday evening. At this first operation, the trauma and Ear, Nose, and Throat-ENT surgeons gave the officer a safe and stable way to breathe through a tube, and they placed a stent in the voice box to prevent collapse and inappropriate healing. As noted in some interval updates, the officer is now fully awake, communicating by writing, and receiving nutrition through a feeding tube.
 
Immediately after traumatic injuries to sensitive structures in the neck, it can be difficult to assess how severe damage is because of swelling and bleeding. In these cases, it is safest to secure a safe way for the injured person to breathe and repair any life-threatening injuries. This, by God's grace, was accomplished in the first operation.
 
The voice box is a small and complex system. Its function is integral for safe breathing, speaking, and swallowing. The officer’s injury to the voice box is significant. There is, consequently, uncertainty regarding the return to normal breathing, speaking, and swallowing. This uncertainty will not be resolved quickly. The road to recovery will be long. It will require the input of a voice box specialist and much more fervent and persistent prayer.
 
Now with time since that first operation, the ENT team, led by an ENT surgeon who specializes in voice box surgery, will take the officer to the operating room today, 3/3/22. In this operation, they will exchange the stent with a more suitable one and thoroughly examine the extent of injury to the voice box from the inside. A better understanding of the extent of the damage will clarify the treatment options for the officer’s continued recovery. Please pray God would grant skill, wisdom, and insight to the ENT surgery team, that all aspects of the operation might go smoothly, and for continued healing, comfort, and faith for the officer, the officer’s spouse, and the family.

On Sunday, February 27, 2022, shortly after 10:00 pm, an officer with the Indianapolis Metropolitan Police Department (IMPD) was shot and an officer-involved shooting occurred in the alley north of 1600 Woodlawn Avenue.  The information provided is preliminary and subject to change.
 
Shortly after 10:00 pm, IMPD Southeast District officers responded to a report of an accident in the 1600 block of Lexington Avenue.  While officers were on the way, dispatch provided additional information. That information included that a black male in a red jacket was exposing himself, a male in a red vehicle was “acting strange”, and the male in a red vehicle was intoxicated and was last seen southbound on State Street.  Witnesses directed officers to a red Buick that left the scene of the accident.  This was all connected to the same incident.
 
Officers located the red Buick and a male wearing a red jacket in the 1600 block of Woodlawn Avenue (Photo #1).  Two officers exited a fully-marked police vehicle and were in full police uniform. Within seconds, the male began running away from officers. The officers told the man, “Stop. Police”.  There was an exchange of gunfire between at least one officer and the suspect in the area of the alley north of 1600 Woodlawn Avenue (Photo #2).  One IMPD officer was shot and was transported to Eskenazi Hospital by Indianapolis Fire Department Engine 3 in serious condition.  The officer has since been upgraded to serious but stable condition.  The officer is a one-year officer who was in field training.
 
IMPD officers and Indiana State Police set up a perimeter to search for the suspect.  IMPD received multiple calls from residents regarding the location of a possible suspect which proved helpful.  With the assistance of a drone, IMPD Special Weapons and Tactics (SWAT) officers located the suspect shortly after 11:00 pm in the area of 900 Dawson Street without further incident.  The suspect had injuries consistent with gunshot wounds.  A handgun was located adjacent to where the suspect was located (Photo #3).  Medics assigned to SWAT provided medical treatment.  time which would have delayed him receiving medical treatment. Absent assistance from a resident and the use of the drone, Hill would have likely not been located for an extended period of time.
 
The suspect, 31-year-old Mylik Hill, was transported by IEMS to Methodist Hospital in critical condition.  He has been upgraded to serious condition.
  
No other officers or citizens were injured during this incident.
 
Multiple officers were wearing body-worn cameras which were activated at the time of the incident. 
 
The IMPD Critical Incident Response Team responded to the scene to conduct the criminal investigation. The Indianapolis-Marion County Forensic Services Agency is assisting with this investigation.
 
The IMPD Chaplain’s Office and Victim’s Assistance unit responded to provide assistance to people involved in this incident.  The Police Officer Support Team (POST) responded to provide peer support for officers.
 
The Marion County Prosecutor’s Office (MCPO) responded to the scene and is being consulted throughout the investigation.
 
Hill remains in custody while receiving medical treatment.  Hill is currently under arrest for:

  • A warrant for theft and resisting law enforcement
  • A warrant for a parole violation from a conviction for robbery and possession of a firearm by a serious violent felon 
Due to sensitivity of the incident and overwhelming evidence which is still being collected and  processed, IMPD detectives are still working through the probable cause affidavit. Hill remains in the hospital under police custody.
 
Hill should be presumed innocent unless and until proven guilty in a court of law.  The MCPO will make the final charging determinations.
 
A separate administrative investigation is being conducted by IMPD Internal Affairs. The officer who fired his gun has been placed on administrative leave as is standard procedure in an officer-involved shooting investigation. 
 
The civilian-majority Use of Force Review Board will conduct a mandatory hearing for any use of deadly force against a person. This occurs after the conclusion of the criminal process.
