Since October of 2021, the city of Thousand Oaks has experienced a rash of restaurant burglaries. Thousand Oaks Detectives worked diligently to develop leads and patterns of activity by the suspects. The information was communicated and shared with Thousand Oaks patrol deputies. On 12/22/21, at about 10:52 PM, a deputy patrolling the Newbury Park area observed a suspicious vehicle occupied by four people parked near a restaurant in a strip mall. The deputy contacted the occupants and learned they were all from the city of Los Angeles. A search of the vehicle revealed an unregistered handgun and burglary tools. The deputy clearly thwarted a commercial burglary, and all the occupants were arrested for conspiracy to commit a burglary and possession of burglary tools. Kaytia Harris was identified as the driver of the vehicle who is a convicted felon and who was in possession of the loaded firearm. Harris was also arrested for felon in possession of a firearm, carrying a loaded firearm, and felon in possession of ammunition. Kejuan Andres-Kemp had a $100,000 felony warrant for his arrest from the San Bernardino Sheriff’s Office. Andres-Kemp was also identified by the Thousand Oaks Investigations-Career Criminals Unit detectives as a suspect in 12 prior restaurant burglaries in the city of Thousand Oaks. He was arrested for those crimes. The arraignment date for Harris, Singleton and Snelson is set for 12/27/21, at 1:30 PM and their bail is set at $250,000. Andres-Kemp’s bail is set at $350,000 and an arraignment date has yet to be set. |
