INDIANAPOLIS - Following a threat assessments related to the officer-involved shooting on Wednesday, September 29, 2021, at 1900 Covey Lane, IMPD Chief Randal Taylor identified the officer involved as 20-year veteran Sergeant Daryl Jones.
 
IMPD will continue to be fair and transparent with our community while protecting the integrity of criminal investigations and officer safety. IMPD formalized a policy in 2020 which outlines when and how officers involved in critical incidents should be identified to the public. This policy solidifies IMPD’s practice of conducting a threat assessment by the IMPD Intelligence Unit following a critical incident and prior to releasing the names of the officers involved to protect the officer and their families. This policy ensures information is provided to the public as soon as possible. 
 
This incident is being investigated by IMPD’s Critical Incident Response Team (CIRT). Detectives are working with the Marion County Prosecutors Office and the Marion County Forensic Services Agency to complete a fair and thorough investigation.
 
IMPD’s Internal Affairs Unit is conducting a separate internal investigation to ensure compliance with departmental policy, as is standard procedure in an officer-involved shooting.  
 
The civilian-majority Use of Force Review Board will conduct a mandatory review of this incident as it does for any use of deadly force against a person.

INCIDENT TYPE: UPDATE #1 -- Officer-Involved Shooting

INDIANAPOLIS - On Wednesday, September 29, 2021, just before 10:30 p.m., Indianapolis Metropolitan Police Department (IMPD) North District officers were involved in an officer-involved shooting at 1900 Covey Lane.  The information provided is preliminary and subject to change.

Shortly before 10:30 p.m. IMPD North District officers with the violent crimes task force (VCTF) and violence reduction team (VRT) were tracking an adult female, 31-year-old Jasmine Brame, who was identified as a suspect in an alleged shots fired incident into a vehicle and a residence earlier this month.  The officers also knew Brame had two active warrants.  One warrant was for armed robbery and the other was for multiple charges including domestic battery, intimidation, and carrying a handgun without a license with a prior conviction. 
 
Officers located Brame in the area of 8000 Silverleaf Drive.  Brame walked westbound across Harcourt Road where a uniformed officer with the North District violence reduction team attempted to arrest her.  The officer gave Brame commands to stop and show her hands.  During the encounter, the same officer who attempted to arrest her fired his service weapon at Brame, striking her.  Brame was armed with a handgun.
 
Officers immediately transitioned into administering first aid Brame until IFD/IEMS responded.  She was transported to St. Vincent Hospital and was most recently listed in stable condition.  There were no officers or uninvolved civilians injured during the incident.

The handgun Brame had in her possession was located and recovered at the scene (Photo #1).  Upon release from the hospital she will be placed under arrested for her warrants (Cause numbers 49D28-2007-F5-020808 and 49D28-1908-F3-032919).

The officer who fired shots was equipped with a body worn camera.

The IMPD Critical Incident Response Team responded to the scene to conduct the criminal investigation. The Indianapolis-Marion County Forensic Services Agency is assisting with this investigation.

The Marion County Prosecutor’s Office was notified and is being consulted throughout the investigation.

The IMPD Chaplain’s Office responded to provide assistance to people involved in this incident.

The Police Officer Support Team (POST) responded to provide peer support for officers.

A separate administrative investigation is being conducted by IMPD’s Internal Affairs. The officer who fired his service weapon has been placed on administrative leave as is standard practice in an officer-involved shooting investigation.

The civilian-majority Use of Force Review Board will conduct a mandatory review of this incident as it does for any use of deadly force against a person.  This occurs after the conclusion of the criminal process.
