Narrative:
 
On August 5, 2021, detectives from the Thousand Oaks Directed Enforcement Unit (DEU) concluded a month long investigation involving narcotics sales in the city of Thousand Oaks.
 
In July 2021, DEU obtained information from Thousand Oaks Patrol deputies indicating (S) Bruce Caplan and (S) Benjamin Southworth were involved in the sales of illegal narcotics in the city of Thousand Oaks. DEU detectives investigated both Caplan and Southworth and determined they were indeed involved in the sales of illegal narcotics.
 
On August 5, 2021, DEU detectives contacted both Caplan and Southworth in the city of Thousand Oaks.  During the contact, DEU detectives located evidence indicative of illegal narcotic sales and arrested Caplan and Southworth.  In total, Caplan was in possession of 917.9 gross grams of methamphetamine, a working digital scale, and over $3,500 in US currency. Caplan was booked into the Pre-Trial Detention Facility for a violation of HS 11378- Possession for Sales of a Controlled Substance. Caplan is currently in custody and his bail is set at $60,000.
 
Southworth was found to be in possession of 27 gross grams of methamphetamine and 12 gross grams of cocaine. Southworth was booked into the Pre-Trial Detention Facility for a violation of HS 11378- Possession for Sales of a Controlled Substance. Southworth was later released on his own recognizance with a future court date.
 
The Directed Enforcement Unit (DEU) is made up of members of the Thousand Oaks Police Department. The mission of the unit is to conduct proactive policing utilizing intelligence led policing methods to reduce crime within the city of Thousand Oaks.
