Six Arrests, Eight Firearms Confiscated During Increased Safety Efforts Downtown
INDIANAPOLIS—Six arrests and eight firearms confiscated in just a few hours during an increased effort to improve safety in downtown Indianapolis.
On July 1, 2021, the Crime Gun Intelligence Center (CGIC) teamed up with the Downtown District Violent Crime Task Force (VCTF) and IMPD Interdiction Unit to proactively deter violent gun crime in the Downtown District. This detail focused on the Canal (Colt's playground), bar district, and surface parking lots.
Utilizing various investigative techniques, officers and detectives conducted a total of four investigations or traffic stops.
The efforts of this detail resulted in eight firearms confiscated which were either illegally possessed or possessed while engaged in other criminal activity. A total of six arrests for firearms offences, narcotics offenses, and more were made. Those arrested were 21-year-old Joshua King, 21-year-old Rodregus Morgan, 25-year-old Brandon Manning, 24-year-old Jamahl Rudolph, 27-year-old Devonte Simmons, and 34-year-old Terry Francois.
This detail would not have been possible without the cooperation the local businesses and residents. These efforts to target illegal activity downtown will continue. Indianapolis residents and guests who want to have a good time and obey the law are encouraged to visit downtown Indianapolis.
The Marion County Prosecutors Office will review the cases and make final charging decisions.

The Indianapolis Crime Gun Intelligence Center (CGIC) is an interagency collaboration focused on the timely collection and analysis of crime gun evidence to identify serial shooters and disrupt violent crime. CGIC is a partnership between IMPD, the U.S. Attorney’s Office for the Southern District of Indiana, ATF, the Indiana State Police, the Indianapolis-Marion County Forensic Services Agency, the Marion County Prosecutor’s Office, and the Fishers Police Department, with Indiana University serving as a research partner.
