Narrative:
 
On May 26, 2021, the Sheriff’s Pharmaceutical Crimes Unit (PCU) concluded an investigation into Devon Lippman, who was wanted in connection with his sale of narcotics to a Thousand Oaks resident which resulted in a non-fatal overdose.
 
On March 9, 2021, patrol deputies were dispatched to an address in the 400 block of Havenside Avenue in Thousand Oaks for a non-fatal overdose.  PCU detectives were called in to assist with the investigation.  Detectives identified Lippman as the suspect who sold Ketamine to the victim. Detectives learned the drugs were purchased in an online transaction. 
 
On May 26, 2021, PCU detectives served a search warrant at Lippman’s residence in the Hollywood area of Los Angeles. During the service of the search warrant, detectives seized large amounts of cocaine, fentanyl, GHB, LSD, Marijuana, Psilocybin, numerous pharmaceutical medications as well as U.S Currency and other items indicative of narcotics sales. Additional US Currency was seized from Lippman’s online monetary accounts by financial investigators with the District Attorney’s Office after it was determined those were proceeds from Lippman’s drug sales.
 
Lippman was arrested and booked at the Ventura County Sheriff’s Main Jail for 11351 HS- Possession for Sales of a Controlled Substance, 11352 HS- Sales of a Controlled Substance, 11378 HS- Possession for Sales of a Dangerous Drug, 11379 HS- Sales of a Dangerous Drug and 11359 HS- Possession for Sales of Cannabis.
 
Lippman posted $50,000 bail and was released from custody. He is scheduled for arraignment on June 11, 2021 in Ventura County Superior Court.

The Ventura County Pharmaceutical Crimes Unit is a task force made up of members from the Ventura County Sheriff’s Office, Thousand Oaks Police Department, and US Drug Enforcement Administration.  The primary mission of the task force is combatting the transfer of legal prescription medication and fentanyl to the illegal market. In addition, the task force works to identify and stop new trends of abuse among the younger population and investigates overdoses due to both prescription medication and illicit drug use.
