On April 28, 2021, deputies assigned to the Todd Road Jail Classification Unit and detectives from the Ventura County Sheriff’s Office Narcotics Unit concluded an investigation into narcotics being smuggled into the Ventura County Jail. The investigation involved Gilbert Vasquez, an inmate in the Ventura County Jail, and Chanel Luney, both of whom conspired to have the narcotics smuggled through the Ventura County Jail inmate mail system. Throughout the month of April, investigators intercepted mail that was surreptitiously embedded with Suboxone and methamphetamine. Deputies assigned to the Todd Road Classification Unit, located similarly configured letters during jail contraband control searches. During the ensuing investigation, deputies learned that Gilbert Vasquez was actively conspiring with Chanel Luney to formulate specific plans to circumvent jail security measures in order to successfully have narcotics smuggled into the Todd Road Jail. Gilbert Vasquez is currently in custody for a parole violation and was arrested for the new narcotics possession and conspiracy charges. With the accumulated evidence and information obtained, detectives located Chanel Luney in the City of Oxnard. Chanel Luney was placed under arrest and was in possession of drug paraphernalia and Suboxone strips. Chanel Luney was arrested and booked into custody for the narcotics and conspiracy charges. Her bail was set at $20,000. |
