Narrative:
On March 25, 2021, members of the Ventura County Post Release Offender Supervision Unit contacted and arrested local gang member Luis Mendoza for possession of unregistered firearms and narcotics.    
 
On March 25, 2021, at approximately 1:40 PM, members of the Ventura County Post Release Offender Supervision Unit went to the 200 Block of Carr Drive in Ventura in order to conduct a probation search of an unrelated Post Release Offender, supervised by the Ventura County Probation Agency.  Upon arrival, officers saw local gang member Luis Mendoza sitting inside a parked vehicle in front of the residence.  A deputy contacted Mendoza and observed a loaded firearm on the dashboard of Mendoza’s vehicle.  Mendoza was detained pursuant to the firearm investigation. 
 
The deputy determined Mendoza was on active Ventura County probation with search terms for narcotics.  Mendoza also had an active misdemeanor warrant for his arrest.  During a search of Mendoza’s vehicle, officers located an additional loaded firearm, a lower firearm frame and a small quantity of heroin and methamphetamine.  Officers also located an altered pellet gun and firearm jigs used to fabricate frames into functioning firearms.    
 
The firearms possessed by Mendoza are unregistered and are commonly referred to as “Ghost Guns” due to the lack of commercial serial numbers, which make the firearms untraceable and allows the possessor to circumvent regulated background checks by the Department of Justice. Mendoza’s past criminal history prohibit him from owning and or possessing any firearms or ammunition
 
 
 
 
 
 
Based on the investigation, Mendoza was arrested for various firearms, weapons, and narcotics charges.  Mendoza was booked at the Pre-Trial Detention Facility and is awaiting court proceedings.     
 
The Ventura County Post Release Offender Supervision Unit is comprised of Deputy Probation Officers from the Ventura County Probation Agency, a Ventura Police Department Officer, a Simi Valley Police Department Officer, and a Deputy Sheriff with the Ventura County Sheriff’s Office.
