Narrative:
On 02/18/21 at about 11:45 a.m., a motorcycle officer assigned to the City of Moorpark Police Department Traffic Bureau conducted a traffic enforcement stop on a semi-truck / trailer combination for multiple traffic and mechanical violations. During the contact, the officer noticed the driver, Nery Salguero, was displaying symptoms of recent drug use. A driving under the influence investigation was conducted and it was determined Salguero was under the combined influence of methamphetamine and marijuana.
 
During the search of Salguero’s semi-truck, deputies located drug paraphernalia and marijuana. Salguero was arrested and booked for the following charges: California Vehicle Code 23152(f) -Driving under the influence of drugs and Health and Safety Code 11364 - Possession of drug paraphernalia. Salguero’s semi-truck and trailer were towed from the scene.
 
On 02/23/21 at about 1 p.m., deputies contacted Salguero as he attempted to retrieve his semi-truck from the tow-yard. During the contact, Salguero again appeared to be under the influence of methamphetamine. A drug evaluation was conducted and it was determined Salguero was under the influence of methamphetamine. Salguero was arrested and found to be in possession of a methamphetamine smoking pipe and 7 grams of methamphetamine. Salguero was booked at the Ventura County Main Jail for violating Health and Safety Codes 11550(a) - Under the influence of controlled substance, 11364 - Possession of drug paraphernalia, and 11377 - Possession of a controlled substance.
 
It should be noted the semi-truck and trailer Salguero was driving at the time of his arrest was empty and had an approximate weight of 25,000 pounds. Salguero revealed that he was driving to pick up a load of merchandise prior to being arrested. If Salguero would have succeeded in picking up the merchandise he would have been driving a fully loaded semi-truck and trailer with a gross weight of 80,000 pounds while under the influence of methamphetamine and marijuana.
 
The City of Moorpark recognizes the safety concerns related to commercial vehicles and is dedicated to commercial enforcement. The Moorpark Police Department will continue to enforce the California Vehicle Code with respect to commercial vehicles travelling through the city to ensure safe travel for all motorists.
