Narrative:
A joint investigation between the Oxnard Police Department and the Ventura County Sheriff’s Office led to the arrest of a local church volunteer who sexually assaulted three teenage girls.
 
On February 12, 2021, a 14-year-old victim reported to the Oxnard Police Department that she had been sexually assaulted at a motel in the city of Oxnard by Isaias “Carlos” Vasquez.  The minor had been lured to the motel under pretenses of a cleaning job. 
 
As the investigation progressed, Oxnard detectives located another victim who described being sexually assaulted by Vasquez in January of 2021.  On this occasion, Vasquez took the 17-year-old victim to an unknown motel, possibly in Oxnard, again under the pretense of a cleaning job.    
 
On February 15, 2021, the Ventura County Sheriff’s Office learned of another 14-year-old victim who was sexually assaulted by Vasquez on January 31, 2021, while in a car in the unincorporated area of Ojai.
 
The Oxnard Police Department’s Family Protection Unit and the Ventura County Sheriff’s Office’s Major Crimes Unit launched a joint investigation, which revealed Vasquez met his three victims while volunteering at local church: Iglesia Pentecostes Un Nuevo Florecer, located in the 3000 block of Nyeland Avenue in the unincorporated area of Oxnard. Detectives also gathered evidence that corroborated the crimes.
 
On February 15, 2021, Vasquez was arrested by Oxnard PD detectives for a violation of California Penal Code section 261(a)(4) – Rape of an Unconscious Person and booked into the Ventura County Jail. On February 17, 2021, Vasquez was released on $100,000.00 bail. 
 
On February 18, 2021, Sheriff’s detectives arrested Vasquez for a violation of California Penal Code section 288(c)(1) – Lewd and Lascivious Acts that occurred in the unincorporated area of Ojai.  He was then booked back into the Ventura County Jail.
 
On February 20, 2021, Oxnard PD detectives contacted Vasquez at the jail and arrested him for a violation of California Penal Code section 261 – Rape committed upon the 17-year-old victim. 
 
The Ventura County District Attorney’s Office filed several felony counts against Vasquez for the assaults upon these young girls.  Vasquez remains in custody and his bail has been set at $1,100,000.00.  He is scheduled to appear in Ventura County Superior Court on February 24, 2021.
