UPDATE: Michelle Parker Sentenced; fatal traffic collision investigation; Debarr/Pine

This week, following her guilty pleas to Manslaughter and Driving Under the Influence, twenty-four year-old Michelle Parker was sentenced by Superior Court Judge Andrew Peterson. 
On February 22, 2021 Parker pled guilty to the November 29, 2020 killing of Anchorage tow truck driver Mike Moore. 
Prior to imposing sentence Judge Peterson heard from Mike Moore’s widow and sister. Parker, a mother of a small child, told Judge Peterson she was ashamed of herself, that she is devastated about what she did, and apologized to the Moore family. 
Judge Peterson sentenced first-time felony offender Parker on the Manslaughter charge to seven years to serve with an additional four years suspended, revoked her driver’s license for ten years, and placed her on probation for ten years. For the Driving Under the Influence charge Judge Peterson sentenced Parker to a consecutive thirty days term. Judge Peterson held that community condemnation, isolation, and rehabilitation of Parker were important but that others must also be deterred from drinking and driving.

The victim has been identified as 57-year-old Hans M. Moore.

Update on 11/29/29 at 12:45 PM:
23-year-old Michelle F. Parker has been charged with Manslaughter, Driving Under the Influence, and Driving in Violation of License Limitation.

Due to a previous DUI conviction, Parker was required to have an Ignition Interlock Device on her vehicle which she did not have at the time of this morning’s collision.

Original at 4:10 AM:
At 1:49 AM on November 29, 2020, a mid-shift patrol officer responded to the intersection of Debarr Road and Pine Street in reference to a vehicle that had been driven into a ditch.  At that time westbound Debarr was shut down due to repairs on a water line break.  Officers made contact with the driver and ultimately arrested that person for Operating under the Influence (APD Case 20-37506).

While one officer was processing the OUI driver at the jail, another officer remained on scene while the driver’s vehicle was being impounded as part of the investigation.  At 3:07 AM, while the tow truck driver was outside of his tow truck and actively loading the OUI vehicle, an adult female was driving westbound on the closed portion of Debarr when she struck the tow truck driver with her Dodge Journey.  The tow truck driver was transported to the hospital where he was declared deceased.  No one else was injured.

Alcohol is a suspected factor on behalf of the female driver; charges will be forthcoming.  

The Major Collision Investigative Unit (MCIU) will be responding to process the scene.  While that is taking place, westbound Debarr between Boniface and Hoyt will be closed.  Please use another route if possible.

The victim’s identity will be released once next-of-kin notification procedures have been completed.
