Newark Public Safety Director Anthony F. Ambrose reports the arrest of Wanser E. Brown, 66, of Newark, for an incident of child endangerment yesterday.

Just after 10:10 a.m., police responded to a residence in the 500 block of Clinton Avenue on a wellness check of a 12-year old student. Responding officers located the boy confined to a bedroom and tethered to a fan by chains and padlocks.

The boy, a foster child in the care of Brown, was transported to University Hospital for evaluation. He was subsequently released to the custody of the New Jersey Department of Child Protection and Permanency.

Brown faces two counts of endangering the welfare of a child. This incident remains under investigation by the Special Victims Unit of the Newark Police Division and the Essex County Prosecutor’s Office.

These charges are merely accusations. This suspect is presumed innocent until proven guilty in a court of law.
