Incident Summary
 
On 01/10/2021 at approximately 07:23 AM, Petaluma officers were dispatched to a report of a subject on the rooftop of a business who was acting erratically. It was reported the subject, later identified as Quentin Parramore, was yelling, and destroying roof tiles by throwing them from the rooftop.
 
Petaluma officers created a perimeter around the business, and they began to negotiate with Parramore from the ground while he was still actively throwing tiles near the front ledge of the business. While some officers negotiated with him, a second team of officers gained access to the rooftop from a rear access ladder and approached him. It became apparent that he was possibly under the influence of a controlled substance.
 
The officers on the rooftop contained Parramore and began to speak with him in an effort to de-escalate the situation. Due to the weather, the rooftop was slippery and made for hazardous conditions for all the involved parties. At one point, Parramore walked towards the center of the rooftop and officers moved in to take him into custody.
 
Parramore continued to resist officers, who were able to control him in order to prevent him from slipping off of the rooftop. The Petaluma Fire Department responded with a ladder truck that had a personnel loading apparatus attached to it so that Parramore could be safely removed from the rooftop. After being removed from the rooftop, Parramore was booked at the Sonoma County Jail for felony vandalism and possession of a controlled substance. No officers or Parramore were injured during the incident.
 
The owner of the property was contacted, and it is estimated that $4,000.00 in damage was done. Along with the de-escalation techniques of the officers, the Petaluma Fire Department was instrumental in having a safe outcome.
