Narrative:
Isaac Hernandez and Thalia Ruiz-Desoto were involved in a crime spree spanning three cities.  Hernandez and Ruiz-Desoto stole large quantities of baby formula from department retail stores in Westlake Village, Newbury Park, and Camarillo. 
 
On 11/03/2020, deputies from the Camarillo Directed Enforcement Unit and Camarillo Patrol received a report of a theft in progress from a retail department store in the 200 Block of Ventura Boulevard in Camarillo. The department store’s security staff reported a male and female later positively identified as Isaac Hernandez and Thalia Ruiz-Desoto concealed a large quantity of baby formula inside a baby stroller and left the store without paying for the merchandise.  The suspects then got in their vehicle and attempted to drive away from the location.  Camarillo patrol deputies from the Directed Enforcement Unit arrived on scene quickly and made a traffic stop on the vehicle before it was able to leave the parking lot.
 
During the investigation, deputies learned that Hernandez and Ruiz-Desoto used an empty baby stroller as a decoy (no actual child was involved) to conceal the formula and commit the theft.  As the investigation progressed, deputies obtained evidence that connected Hernandez and Ruiz-Desoto to additional thefts from the same retail department store in Newbury Park and Westlake Village.  Video surveillance from the three stores further implicated Hernandez’ and Ruiz-Desoto’s involvement with criminal activity inside each of the businesses.  
 
Deputies recovered about 88 cans of baby formula from inside the vehicle, worth approximately $1700.
 
 
Hernandez and Ruiz-Desoto were arrested and booked at the Main Jail for PC 490.4(b)(1) – Organized Retail Theft, PC 487(a) – Grand Theft, and PC 182(a) – Conspiracy To Commit a Crime.  They were both later released on bail in the amount of $20,000 and have pending court dates in November, 2020.
