Double Homicide on Green Bay’s East Side
On Monday, September 28, 2020 at 8:36 pm officers from the Green Bay Police Department (GBPD) were dispatched to 541 Clement Sreet for a reported disturbance. When officers arrived, they located Victim 1, Gerson V. Alvarez-Franco a 37 year old male and Victim 2, Jaime A Lemus, a 30 year old male deceased from apparent gunshot wounds. Investigators responded to the apartment and during the investigation developed a suspect in the case, identified as Oscar F Lemus-Franco age 28. The victims and the suspect are relatives.
GBPD Patrol officers located Oscar Lemus-Franco driving on the east side of Green Bay at 5:30 am. Officers attempted to stop Oscar Lemus-Franco but he fled leading officers on a lengthy pursuit that ended on Dousman Street at Broadway, when Lemus-Franco’s vehicle became disabled. As he exited his vehicle Oscar Lemus-Franco used a knife to slash the face of a GBPD officer who was attempting to take him into custody. After a short foot chase, Oscar Lemus Franco was taken into custody. Oscar Lemus-Franco had a self-inflected wound to his wrist that GBPD officers treated with tourniquets. He was transported to a local hospital and later transferred to a hospital in Milwaukee for more extensive treatment. The GBPD has referred several charges to the District Attorney’s office including attempted homicide and two counts of first degree intentional homicide.
