THE GOVERNOR’S SAH ORDER REMAINS MAY 30, BUT WE MAY BE IN PHASE 3 ON MAY 28

 
Our total cases jumped from 72 to 75 with 3 new cases on the DuPage side reported. Fourteen days ago on May 2 there were 63 cases in our Village – so, as yesterday, we have had just 12 positive cases over the past 14 days. Burr Ridge continues to do its part to bring the curve down.

The seven-day moving average of hospitalizations in Cook County has been going down from April 29 (85 hospitalized that day) to just six yesterday. The seven-day moving average of new cases was 631 on May 5 and down to 527 cases on May 13. The DuPage County Board of Health reports an average of less than 20% positivity with increased testing for over 14 days – which means DuPage County essentially has reached Phase 3 because our hospital beds/ICU beds and available ventilators all meet the required metrics. We could open retail, salons and non-essential manufacturing today if DuPage County was its own region. Statewide, the IDPH today reported 2,088 new cases and 74 deaths – this is encouraging as well in relation to recent numbers of new cases and deaths. In summary, it appears the trends remain positive, which means we are likely to reach Phase 3 on May 28 – not as soon as we should, but not so far off.

We held our third mask give away this morning and had given out 2,000 masks by 11:15am. I was there for the first hour (unfortunately, I had to leave to make an appointment for allergy shots). Trustee Guy Franzese and Assistant Village Administrator Evan Walter efficiently gave out the masks to a steady line of residents in cars. Those of you who showed up after 11:15 and before noon can come to the Village Hall Monday from 9am-10am to get up to 4 masks from the masks we saved for staff and replenish our internal supply later. This program has been so successful that we will try to order more masks and have another event after Memorial Day.

Phase 4 is when we can responsibly open bars and restaurants. Restore Illinois states that to move to Phase 4 “testing [must be] available in [all] Regions regardless of symptoms or risk factors.” This metric remains imprecise and vague. Restore Illinois also states that to move to Phase 4 “begin contact tracing and monitoring within 24 hours of diagnosis for more than 90% of cases in region.” As I stated, good authority states contact tracing is unattainable in the short term – if ever in 2020. The Governor will have to get off that as a requirement to Phase 4 openings. Bottom line – there is no clear or objective path to reaching Phase 4.

We have struck out so far with the Governor about being into the Northeast quadrant, but Burr Ridge will persevere – and win. Remember this:
