On 5/7/20, three Los Angeles County residents were arrested on multiple charges that included conspiracy to commit mail theft, auto theft, identity theft, as well as drug charges.
On 05-07-20 at about 0415 hours, Deputy Herber from the Camarillo Police Station was on patrol and conducted a traffic enforcement stop on a black Lexus in the parking lot of 182 E. Daily Drive. Deputy Herber contacted three individuals inside the car. Deputy Herber discovered the driver, Jennifer Rios, had a suspended license. When Deputy Herber had Rios exit the car, he saw a methamphetamine pipe fall onto the driver’s seat. Two other occupants of the vehicle, Joshua Aviles and Jaron Colindres were asked to exit the vehicle. Aviles and Colindres showed symptoms of being under the influence of a controlled substance and were arrested. It was discovered they were also in possession of methamphetamine and drug paraphernalia.
During Deputy Herber’s investigation, he learned the rear license plate on the vehicle did not match the VIN (Vehicle Identification Number) number to the car. A computer check of the VIN number was conducted and he discovered the Lexus was a reported stolen vehicle out of the city of Los Angeles.
Deputy Herber found additional drug paraphernalia and methamphetamine inside the vehicle. There were also two devices used to retrieve mail from inside a mailbox through a crime known as “mail fishing.” The two devices were made to lower inside a mailbox and “fish” for loose mail inside. The devices consisted of a nylon strap with a sticky substance on the end that would stick to the loose mail so it could be retrieved. There were numerous amounts of stolen mail from different cities in Los Angeles County and the city of Camarillo. Deputy Herber also found passports from Canada and Honduras that didn’t belong to the three subjects.
The patrol deputies were assisted by detectives with the Camarillo Investigation Bureau. Based on their investigation it was determined that all three subjects were conspired to commit mail theft.
Jennifer Rios was arrested for 10851(a) VC – unlawful driving or taking a vehicle, 4463(a)(1) VC – Falsification of Registration, 14601.1(a) VC – driving with a suspended license, 182(a)(1) PC – Conspiracy, 530.5(e) PC – mail theft, 530.5(c)(1) PC – identity theft / possession personal identification, 466 PC – possession of burglary tools, 11364(a) H&S – possession of drug paraphernalia, and 11377(a) H&S – possession of a controlled substance.
Joshua Aviles was arrested for 182(a)(1) PC – conspiracy, 530.5(e) PC – mail theft, 466 PC – Possession of burglary tools, 11550(a) H&S – under the influence of a controlled substance, 11364(a) H&S – possession of drug paraphernalia, and 11550(a) H&S – under the influence of a controlled substance.
Jaron Colindres was arrested for 182(a)(1) PC – possession of a controlled substance, 530.5(e) PC – mail theft, 466 PC – possession of burglary tools, 11377(a) H&S – possession of a controlled substance, and 11550(a) H&S – under the influence of a controlled substance.

California’s statewide emergency order setting zero bail for non-violent offenses.
Detectives have located and returned some of the stolen mail back to the original owners. The investigation is still on-going.
