Narrative:
On April 23, 2020, detectives from the Ventura County Sheriff’s Office Narcotics Street Team contacted and arrested Samuel Sullivan of Thousand Oaks for possession of narcotics for sale and possession of a loaded firearm.
 
During the month of March 2020, detectives with the Thousand Oaks Directed Enforcement Unit (DEU) developed information indicating Samuel Sullivan was involved in the sales of narcotics in the City of Thousand Oaks.  DEU Detectives provided the information to the Sheriff’s Narcotics Unit for follow up.  
 
In late April, 2020, Sheriff’s Gang Unit detectives obtained additional information indicating Sullivan was selling heroin and was possibly in possession of a firearm.
 
On April 23, 2020, Narcotics Detectives conducted an investigation and subsequently contacted Sullivan as he drove away from his residence in the 400 Block of Wilbur Road.  During the ensuing investigation, Sullivan was found to be in possession of several bindles of heroin and methamphetamine.  Detectives also located a loaded firearm concealed inside Sullivan’s vehicle which was located within arm’s reach of Sullivan. 
 
Although the firearm in Sullivan’s possession was lawfully registered to him, it is unlawful to possess a loaded firearm inside a vehicle.  Additionally, it is unlawful to possess a loaded and operable firearm while in possession of controlled substances, including heroin and methamphetamine.  Based on the investigation, Sullivan was arrested for various narcotics sales and firearms possession charges.  Sullivan was booked at the Pre-Trial Detention Facility and was later released after posting bail.        
 
The Narcotics Street Team is comprised of Narcotic Detectives from the Ventura County Sheriff’s Office and the Oxnard Police Department.
