On April 11, 2020 the deputies assigned to the Thousand Oaks Patrol Station were dispatched to a suspected overdose and found two adult victims unconscious in the residence. The adult male victim, David Russell, was pronounced deceased at the scene. The adult female victim, Ashley Partain, was transported to Los Robles Hospital in critical condition. Partain died as a result of the overdose on the following day. The Ventura County Medical Examiner’s Office positively identified the victims and notified the next of kin. Patrol personnel determined Partain and Russell had a 20-day old baby in the residence. The newborn needed medical care and was transported to Los Robles Hospital. The baby was medically evaluated and placed into foster care. Detectives from the Sheriff’s Major Crimes and Pharmaceutical Crimes Units were called in to assist with the investigation. In addition, the Thousand Oaks Directed Enforcement Unit responded to assist with the child neglect investigation and ensure the safety and placement of the newborn. This case is still open and actively being investigated. The Ventura County Pharmaceutical Crimes Unit is a task force made up of members from the Ventura County Sheriff’s Office, Thousand Oaks Police Department, the Ventura Police Department; The primary mission of the task force is combatting the transfer of legal prescription medication to the illegal market. In addition, the task force works to identify and stop new trends of abuse among the younger population and investigates overdoses due to both prescription medication and illicit drug use. |
