UPDATE 4/2, 10 AM – The Los Angeles County Department of Public Health (LADPH) announces 5 confirmed cases of novel coronavirus (COVID-19) in Malibu. The County Public Health Officer issues a revised order for isolation and quarantine. Governor announces more assistance for small businesses. State issues guidance on face coverings. Stay safe at home.

Malibu City Hall is closed. However, essential City staff, including the Emergency Operations Team, are working. The Emergency Operations Center (EOC) was activated on March 13 and is operating 7 days a week. Staff is answering the City’s main phone line (310-456-2489) but, due to the high number of calls, it is recommended that residents email [email protected] for the quickest response. LA COUNTY PUBLIC HEALTH ANNOUNCES 5 CONFIRMED CASES IN MALIBU
Today, April 2, 2020 LADPH announced it has identified 4,045 cases across all areas of LA County to date, including 5 cases in Malibu. A complete breakdown of cases by location is available on the LA County Public Health website at: http://publichealth.lacounty.gov/media/Coronavirus/locations.htm


REVISED PUBLIC HEALTH ORDERS FOR ISOLATION AND QUARANTINE
On April 1, 2020, the Los Angeles County Health Officer issued revised blanket Health Officer Orders for isolation and quarantine. The orders were revised to reflect new CDC guidance regarding the definition of a close contact to include those who had contact of a person with or likely to have COVID-19 within 48 hours of symptom onset. STATE ASSISTANCE FOR SMALL BUSINESSES
Governor Newsom announced an interest free deferral of sales/use tax up to $50,000 forsmall businesses with less than $5 million in taxable sales. For more information go to: https://covid19.ca.gov/business-and-employers/#top


STATE GUIDANCE ON FACE COVERINGS
On April 1, the California Department of Public Health issued guidance on face coverings. The guidance states, “our best community and individual defense against COVID 19 is washing our hands frequently, avoiding touching our eyes, nose and mouth with unwashed hands, avoiding being around sick people and physical distancing, especially by staying at home. A strong health care delivery system and emergency response system is also an essential core defense to save lives when people do get ill. There may be a benefit to reducing asymptomatic transmission and reinforcing physical distancing from the use of face coverings. However, face coverings may increase risk if users reduce their use of strong defenses, such as physical distancing and frequent hand washing, when using face coverings.”

SMMUSD SCHOOLS WILL BE CLOSED FOR THE REST OF THE SCHOOL YEAR – DISTANCE LEARNING WILL CONTINUE
Santa Monica-Malibu Unified School District (SMMUSD) announced it would follow State Superintendent of Public Instruction Tony Thurmond’s guidance to continue social distancing and distance learning and that all SMMUSD campuses will be closed for the rest of the 2019-20 school year.


SMMUSD TO CONTINUE TO PROVIDE MEALS VIA DRIVE-THRU PICKUP THROUGH SPRING BREAK
The Santa Monica-Malibu Unified School District (SMMUSD) announced Tuesday that it will continue to to provide breakfast and lunch to all students under the age of 18, including during spring break (April 6-17) while campuses are closed. Pick up meals at Webster Elementary School. Pick up meals at four schools: Santa Monica High School, McKinley Elementary, Will Rogers Learning Community in Santa Monica and Webster Elementary in Malibu. Meals will not be served in observance of two holiday dates: April 10 and 13.


CONSTRUCTION WORKERS MUST FOLLOW COVID-19 SAFETY GUIDANCE
Construction workers must follow COVID-19 health and safety protective measures, including social distancing while working in order to slow the spread of coronavirus and protect vulnerable groups. WHAT IS AN ESSENTIAL WORKER OR BUSINESS?
Under State and County orders, all people must stay at home except for essential activities, and all business must close except for essential businesses. The State of California has set those definitions, which apply in Malibu and everywhere in the County. LA COUNTY LIBRARY RESOURCES
The LA County Library continues to offer Reference Services through email, phone, and online chat. Phone lines are open Monday through Friday, 9:00 AM to 6:00 PM. The LA County Library Virtual Storytime is on Instagram Live and Facebook Live Monday through Thursday at 11:00 AM and 3:30 PM. Many of the Storytimes will be bilingual—in Spanish, Chinese, or Armenian, in addition to English.

Residents are encouraged to continue using the Library’s digital resources which are available 24/7, including access to eBooks, audiobooks, movies and TV, digital magazines, music and more. If you don't have an LA County Library card you can get a temporary 90-day digital library card on the website.


FEMA UPDATE ON COVIID-19 RESPONSE IN CALIFORNIA
The U.S. Army Corps of Engineers has completed the assessment of eight state-selected facilities to develop large-scale, supplemental hospital space as the state works to expand existing hospital capacity by up to 50,000 beds. The USNS Mercy hospital ship is operational and receiving patients in Los Angeles. It has 1,000 hospital beds available to help relieve strains on local hospital systems.

Supplies from the Strategic National Stockpile have arrived in California and are being distributed to medical facilities throughout the state. FEMA completed the sale of 105 travel trailers to the state to support a State COVID-19 housing initiative for impacted individuals.
On March 29, the first of eight Federal Medical Stations initiated operations.

As of March 31, FEMA had obligated $862 million in federal support for the state of California, including $468 million to the state to reimburse costs related to the COVID-19 response.


SMALL BUSINESSES, NONPROFITS ELIGIBLE FOR SBA’s NEW CORONAVIRUS ‘PAYCHECK PROTECTION PROGRAM
Senator Dianne Feinstein released information explaining the Small Business Administration’s Paycheck Protection Program, part of the coronavirus response legislation signed into law last week. It is a loan to provide a direct incentive for small businesses to keep their workers on the payroll. SBA will forgive loans if all employees are kept on the payroll for eight weeks and the money is used for payroll, rent, mortgage interest, or utilities. COUNTY PUBLIC HEALTH REMINDS ALL RESIDENTS OF NECESSITY OF SOCIAL DISTANCING
With warm weather forecasted for Los Angeles, the County reminds residents that the Safer At Home directives are still in effect, and cautions against “behavioral fatigue” that may set in, especially when it is tempting to go outside. All residents should continue to remain inside their homes unless it is absolutely necessary to leave in order to perform essential functions. Each time you leave your home, even without symptoms, you put yourself and anyone near you at risk for contracting and spreading COVID-19.

Although City Hall is closed and all non-essential services are suspended, the City of Malibu continues to offer essential City services to the community, including working with residents who lost their homes during the 2018 Woolsey Fire and are in the process of rebuilding and recovering. CORONAVIRUS PREPAREDNESS AND RESPONSE
The City of Malibu continues to monitor the status of the Coronavirus and implement measures to protect public health and safety and is doing everything possible to support vulnerable community members.  The City continues to follow the recommendations of the Los Angeles County Department of Public Health (LADPH), California Office of Emergency Services (CALOES) and the Centers for Disease Control and Prevention (CDC), and is taking steps to reduce the likelihood of community spread. 

All Residents should be complying with the State’s “Stay at Home” order, and leaving their homes only to conduct essential business, such as grocery shopping, medical appointments. Residents should also connect with neighbors, particularly seniors or those with underlying health conditions, to see if they need help in any way.
