Janesville Police Department COVID-19 Virus Operational Changes 
In addition to CDC recommendations, the Janesville Police Department is implementing the following operational changes to reduce the risk of employee to employee exposure to the COVID-19 Virus. The police department estimates that with this employee separation plan the employee to employee exposure rate decreases from about 80% to 20%.
Police Substations
The police department with the significant cooperation of the School District of Janesville has established two police substations. The Marshall Substation will work out of Marshall Middle School and the Franklin Substation will work out of Franklin Middle School. Teams of officers will work exclusively and separately out of the two substations. 18 officers are assigned to the Marshall Substation. 18 officers are assigned to the Franklin Substation. 18 officers remain assigned to the police department.
Offsite Work Teams
Two work teams will work offsite. Officers will work exclusively and separately from the offsite locations and will not offer a field response.
• Support Work team – This team will work to support patrol, detectives and records section. Officers will work on; domestic violence follow-up, Crisis Intervention, COVID matters, investigative follow-up, and possibly teleserve matters. The Support Work team will work out of the Hedberg Public Library. Four officers and one sergeant are assigned to the Support Work Team
• Calls for Service Reduction Team – CSR Team will work on forward thinking, proactive, problem solving issues. The CSR Team will analyze locations, people and conditions that consume an atypical amount of police resources. The CSR Team will develop strategies to reduce future calls of service and workload. The CSR Team will work out of the Janesville Senior Center. Four officers and one Sergeant are assigned to the CSR Team.
Separation of the Police Department
Patrol staff assigned to the lower level of the police department will remain on the lower level. Staff assigned to the upper level of the police department to include detectives, street crimes, administration and records clerks will remain on the upper level of the police department.
