COVID-19: New Updates to City Operations as of Wednesday, March 18

Updates to City operations since yesterday are highlighted in yellow.

In response to the increasing concerns of COVID-19 throughout L.A. County, City of Duarte leaders are implementing temporary preventative measures in City operations effective immediately. Although there are no known cases in Duarte, maintaining the health and safety of our residents is our first priority. The City is monitoring the situation and taking actions based on direction from Governor Gavin Newsom’s Executive Order and the California Department of Health. The changes to operations will be in place through the end of March or until further notice. Please note that additional changes may occur as the situation is assessed.

City Facilities/Services

  • City Hall will be open by appointment only. The building will not be open to the general public starting March 17. Please call (626) 357-7931 to make an appointment if you need permits, inspections, business licenses or similar service. 
  • Reloading a TAP card at City Hall will require an appointment. TAP cards can also be reloaded at the Duarte/City of Hope Metro Gold Line Station or online.
  • No dog license(s) will be sold at the Duarte Public Safety Office or City Hall until further notice. Please review required documents and payment method: Dog License Special Notice
  • City Hall employees will still be available to answer resident questions via phone and email during regular business hours. Regular hours are Monday - Thursday, 7:30 a.m. to 6:00 p.m.
  • Public Safety office will maintain regularly scheduled hours until further notice. Regular hours are Monday - Thursday, 7:30 a.m. to 6:00 p.m.; and Friday & Saturday, 7:30 a.m. to 4:00 p.m.Indoor facilities such as Fitness Center, Senior Center, Teen Center, Community Center, Royal Oaks Park Building and Duarte Park Building are closed through March.
    • In the case of an emergency, always dial 9-1-1.
  • Pools at the Fitness Center will be closed through the end of the month.
  • New reservations of facilities/gazebos (Royal Oaks Park Building, Teen Center and Community Center) have been suspended until further notice. 

Public Safety Services

  • The City’s Emergency Operations Center has been activated at the lowest level.
  • On March 17, the City Manager declared a local emergency in response to the coronavirus pandemic, and the Duarte City Council will be ratifying that action on March 24. A proclamation of a local emergency allows the City to:
    • Mobilize local resources
    • Coordinate interagency response
    • Accelerate procurment of vital supplies
    • Use mutual aid
    • Seek reimbursement from State and Federal governments
    • Make or issue rules and regulations reasonably related to the protection of life and property
    • Require emergency services of any city employee
  • The Los Angeles County Sheriff's Department (LASD) will have enhanced control during this time, particularly in unincorporated parts of the County and contract cities, such as Duarte. In addition to providing general safety, the intent of increased patrol is to mitigate burglarization of business while they are closed and to do welfare checks on homebound and limited mobility seniors.
  • LASD is requesting that non-emergency incidents be reported online through the Sheriff’s Online Report Tracking System.
    • Report the following incidents online:
      • Lost or stolen cell phones valued $950 or less
      • Lost or stolen property valued $950 or less
      • Vandalism, excluding graffiti, where damage is valued under $400
      • Theft from an unlocked vehicle valued $950 or less
      • Theft from an open or unsecured area valued $950 or less
      • Supplemental Loss Form (Must already have a LASD report number)
  • Starting on Sunday, March 22, the City will suspend enforcing overnight (3:00-6:00 a.m.) parking restrictions. Street sweeping and R.V. parking restrictions will still be enforced, as will all other safety violations of the California Vehicle Code and Municipal Code.

City Events and Recreation Programs

  • The senior lunch program will occur on Monday, March 16 at its regular time at the Senior Center. Starting Tuesday, March 17, the senior lunch program will transition to a frozen meal pick up program. All other senior programs have been cancelled until further notice.
  • All Parks and Recreation programming is cancelled through the end of the month. This includes all recreational activities, indoor and outdoor sports leagues, aquatics classes, and instructional courses.
  • The State of the City scheduled for Thursday, April 9 has been postponed.
  • Starbucks with the Sheriffs scheduled for Thursday, April 16 has been cancelled.
  • The following Spring Activities/Events have been postponed; Six Flags Magic Mountain, Spring Camp, Underwater Egg Hunt, EGGFEST 2020, Community 3 on 3, Cesar Chavez Service Project, and Duarte's annual Earth Day event.
  • The Foothill Workforce Development Board Mobile Unit is suspended until further notice.
  • Supervised Parks program has been suspended at Beardslee and Royal Oaks Parks through the end of this month.
  • The Duarte Boxing Program is suspended until the end of March.

Parks and Trails

  • Duarte Parks will remain open during regular hours of dawn to dusk. Restrooms will be open during regular hours. 

City Meetings

  • The Planning Commission will still meet on Monday, March 16th; all other City Commission meetings through April 1st are cancelled.
  • A decision has not yet been made regarding cancellation or reformatting of the City Council meeting scheduled for Tuesday, March 24th.
