INDIANAPOLIS - Eugene Phelps left his residence on March 1,2020 and has not been seen or heard from since. Mr. Phelps has recently had medical issues and may need medical assistance.
Mr. Phelps is a 41-year-old white male 5'10,160 pounds with blonde hair and blue eyes.
