CGIC detectives recover illegally possessed guns, federal charges pending

INDIANAPOLIS- On Thursday February 13th, 2020, investigators with the IMPD/ATF led Indianapolis Crime Gun Intelligence Center (CGIC) conducted an investigation on the IMPD North District related to illegal firearms possession and drug trafficking.
 
Investigators conducted surveillance on a residence used to stash drugs and money.  They followed and stopped Dorian Hayden leaving the residence.  Hayden possessed two firearms at the time of the stop.  Jeremiah Moore was with Hayden and was subsequently arrested. 
 
A search warrant was served on the residence and detectives located 3.5 lbs. of Methamphetamine, several ounces of Heroin, Marijuana, evidence of narcotics dealing, a rifle, and $38,468. 
 
Earlier in the investigation, CGIC detectives had arrested Donald Rudolph, Jr.  on February 5, 2020.  Rudolph was arrested for two outstanding warrants, one for illegal narcotics possession and the other for carrying a handgun without a license.  During his arrest, Rudolph was illegally carrying a handgun and possessed Marijuana.  On February 14, 2020, CGIC detectives served a search warrant at a Greenwood residence related to the illegal activities of Rudolph and Hayden.  A shotgun and additional evidence of narcotics dealing were recovered during that warrant.

Yesterday, Chief Randal Taylor, Mayor Joe Hogsett, and U.S. Attorney Josh Minkler announced an effort to increase federal prosecutions of illegally-possessed guns by expanding resources dedicated to CGIC. IMPD will assign four additional detectives and one additional sergeant to this innovative multi-agency partnership, increasing IMPD staffing of CGIC by 25%, as well as training additional gun liaison officers for forensic recovery.
 
Formally launched in January of 2019, CGIC treats each recovered gun like an individual crime scene, using forensic and ballistic evidence along with intelligence to more effectively investigate and prosecute violent offenders, remove crime guns from Indianapolis neighborhoods, and disrupt violent crime. In 2019, CGIC led to more than 330 arrests, with 83 defendants charged in federal court, and the seizure of over 250 crime guns.
