Construction on Northwest Resiliency Park, water infrastructure upgrades

Below are construction updates on the Northwest Resiliency Park and Hoboken's water infrastructure upgrades:

Northwest Resiliency Park


Construction continues on the 5 acre Northwest Resiliency Park, which will be New Jersey’s largest resiliency park. Construction will occur from 8 AM - 5 PM, through Friday, 2/14/2020, for the cistern, a temporary dewatering system on the North Lot, and a temporary force main on Jefferson Street from 13th Street to 15th Streets. Please be advised of the following traffic detours this week:

  • Wednesday 2/12/2020 and Thursday 12/13/2020: Jefferson Street between 13th and 14th Streets will be closed from 8:30 AM to 4:30 PM, for piping work in the street. Local Traffic only will be allowed for driveway access, no through traffic will be allowed. Parking will be restricted on both sides. Traffic both ways will re-open at 4:30.
  • Thursday 12/13/2020: Adams Street between 12th and 13th Streets will be closed from 8:30 AM to 4:30 PM for water infrastructure work related to the Northwest Resiliency Park. Parking will be restricted as well. Traffic will re-open at 4:30.
  • Friday 2/14/2020: Jefferson Street between 14th and 15th Streets will be closed from 8:30 AM to 4:30 PM, for piping work in the street. Local Traffic only will be allowed for driveway access, no through traffic will be allowed. Parking will be restricted on both sides. Traffic both ways will re-open at 4:30.
The City uses a combination of low interest and interest-free loans, principal forgiveness for the resiliency features, and grant money to save over $19 million over the life of the project. The Northwest Resiliency Park also utilizes the Open Space Trust Fund to pay for the debt service for the construction of the Northwest Park, and is not utilizing funding from the 2020 municipal budget.

Water Infrastructure Upgrades
 
The City continues with the first phase of its water main replacement project, which will replace a total of 15 blocks, or 7,000 linear feet of Hoboken’s oldest water mains. The following activities are anticipated this week:
  • Wednesday 2/12/2020 - Thursday 2/13/2020: Garden Street between 1st and 3rd Streets will be closed at times between the hours of 8 AM - 4 PM for installation and transfer of water services.  There will be temporary service interruptions for individual residents for up to an hour during the water service turnover. Each affected building will be notified by posting on the door.
  • Wednesday 2/12/2020 - Friday 2/14/2020: Jefferson Street between 8th and 9th Streets, and 10th and 11th Streets will be closed at times between the hours of 8 AM - 4 PM for installation and transfer of water services.  There will be temporary service interruptions for individual residents for up to an hour during the water service turnover. Each affected building will be notified by posting on the door.
  • Friday 2/14/2020: Bloomfield Street between 2nd and 4th Street will be closed at times from 8 AM - 4 PM while the contractor performs test pit excavation and starts installation of new water main. Parking will be restricted as well. 
The construction of the water mains uses low interest and interest free loans from the New Jersey Infrastructure bank, and does not utilize funding from the 2020 municipal budget. In 2019, the City entered into a contract with SUEZ that now provides for $33 million in water main upgrades through 2034, with an average of $2.2 million invested every year.
