* WHAT...Heavy snow. Additional snow accumulations of 4 to 8 inches, resulting in storm total snowfall accumulations of 10 to 14 inches. Winds gusting as high as 35 mph.

* WHERE...Chenango, Northern Oneida, Cortland, Tompkins, Onondaga, Madison, Southern Oneida, Seneca and Southern Cayuga counties.

* WHEN...Heavy snow with snowfall rates of 2 to 3 inches per hour will continue through early this afternoon. The snow will become light by mid afternoon and continue through the evening.

* IMPACTS...Travel will be very difficult. Blowing snow will significantly reduce visibility through evening. The combination of winds, with weight of new snow and ice, will lead to scattered power outages.
