On December 23, 2019, detectives with the Thousand Oaks Special Enforcement Unit (SEU) concluded an investigation into multiple residential burglaries in Thousand Oaks by arresting three suspects. During the month of October 2019, a residential burglary was reported in the 700 block of Hartglen Avenue in the City of Thousand Oaks. Investigators quickly noted that the commission of this crime appeared to be consistent with methods used by individuals associated with South American Theft Groups. Detectives with the Thousand Oaks Special Enforcement Unit began investigating this crime to identify the suspects. In November 2019, a second residential burglary was reported at a different residence in the 700 block of Hartglen Avenue. Investigators noted that the commission of this crime was nearly identical to the prior residential burglary. Over the course of the next two months, SEU Detectives used a variety of investigative methods to identify suspects involved in these burglaries as Christian Emmanuel Carrasco Figueroa and Ric Alexander Bruna Reyes. Detectives also learned the suspects were Chilean Nationals who were in the United States illegally. Detectives also determined Carrasco Figueroa had an extensive criminal history throughout the United States which consisted of Larceny and Identity Theft. SEU Detectives also determined Carrasco Figueroa was a suspect in the March, 2019 overnight burglary of Van Gundy Jewelers in the City of Camarillo. SEU Detectives had previously arrested three additional Chilean Nationals for their involvement in the Van Gundy Jewelers burglary. SEU Detectives also collaborated with detectives with the Ventura County Auto Theft Task Force (VenCATT) to gain additional evidence against Carrasco Figueroa and Bruna Reyes for the recent residential burglaries. On December 23, 2019, Detectives with SEU, VenCATT, the Thousand Oaks Investigations Bureau and the Thousand Oaks Directed Enforcement Unit served search warrants at Carrasco Figueroa’s residence in Winnetka and Bruna Reyes’ residence in Van Nuys. Detectives arrested Carrasco Figueroa while he was inside his residence. During a search of his residence, a significant amount of suspected stolen property and burglary tools were recovered. Detectives also arrested Carmen Suzanna Galvez Delgado, who was living with Carrasco Figueroa at the residence. Later, Detectives with the Moorpark Investigations Bureau arrested Bruna Reyes after he exited his residence. Detectives served a search warrant at Bruna Reyes’ residence and seized evidence linking Bruna Reyes to residential burglaries and suspected stolen property. Carrasco Figueroa was arrested for 459 PC – Residential Burglary and 182(a)(1) PC – Conspiracy to Commit a Crime, and an outstanding warrant from Orange County for 664/496(a) PC – Attempted Receiving Stolen Property. Bruna Reyes was arrested for 459 PC – Residential Burglary and 182(a)(1) PC – Conspiracy to Commit a Crime. Delgado was arrested for 496(a) PC – Possession of Stolen Property and 182(a)(1) PC – Conspiracy to Commit a Crime. The Ventura County District Attorney’s Office reviewed the arrests and elected to file two counts of 459 PC – Residential Burglary and one count of 459 PC – Commercial Burglary against Carrasco Figueroa, and one count of 459 PC – Residential Burglary against Bruna Reyes. Carrasco Figueroa and Bruna Reyes are still in custody with bail set at $250,000 each. Galvez Delgado was released from custody on $20,000 bail. SEU Detectives believe Carrasco Figueroa and Bruna Reyes may have been involved in additional residential burglaries in neighboring cities and are collaborating with local law enforcement agencies. VenCATT conducts criminal investigations throughout Southern California using a collaborative team of detectives, police officers, investigators, and agents from local and state law enforcement agencies. The task force is exclusively dedicated to the pursuit of organized crime including auto theft rings, burglary and fraud and other vehicle theft activity. Participating agencies include the California Highway Patrol, the California Department of Motor Vehicles, the Oxnard Police Department, the Ventura Police Department, the Simi Valley Police Department, the Ventura County District Attorney’s Office, the California Department of Insurance and the National Insurance Crime Bureau. |
