Crime Alert Bulletin
When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.
Notable Cases
On Monday, 12-16-19 at 2:44 a.m., Officer Maddison was dispatched to the Fuel 24/7 station on Sullivan Avenue on a report of a subject who had stolen items and was being confrontational to the clerk. Officer Maddison arrived to see the subject yelling at the clerk. The subject was highly agitated, and the officer suspected the subject may be under the influence of narcotics. The subject, a 26-year old Antioch resident, had an outstanding felony no-bail warrant for assault with a deadly weapon from San Francisco. Officer Maddison placed the suspect under arrest, and when he searched the subject, he found a baggie containing heroin in the subject’s pants pocket. The officer also arrested the subject for possession of a controlled substance.
On Tuesday, 12-17-19 at approximately 5:37 a.m., Officer Shoopman was flagged down by a female in the parking lot of the police station who reported that a subject had just exposed himself to her. The 27-year old reporting party said she was in her vehicle and was putting on her make-up in the Krispy Kreme parking lot. She said she saw a male walk towards the dumpsters and then look into her vehicle. The reporting party said the male had a mask covering his face, and it frightened her, so she moved her vehicle outside of the lot onto Briggs Street and 92nd Street. The reporting party said a short time later, the same male walked up to her passenger window, crouched down, pulled up his sweatshirt and exposed his genitals to her. The reporting party quickly drove to the police station. The reporting party described the suspect as an unknown race male, light skinned, approximately 5’11” to 6’0” tall wearing a dark colored sweatshirt with dark pants. Officers canvassed the area but were unable to find the subject.
On Tuesday, 12-17-19 at approximately 9:43 a.m., Officer Arguelles and Officer Andrade were dispatched to the Summit Shasta Charter School on a report of a subject who exposed himself to a student. The 14-year old student reported that she was walking towards her classroom from the school’s courtyard when she noticed a man in a dark colored Toyota Prius who was holding up his phone, making gestures of “Can you help me?” The student said the subject was holding what looked like a Safeway receipt and thought the subject may be lost. The reporting party said the subject motioned with his eyes to look down as he was sitting in the driver’s seat of his vehicle. The reporting party looked down and saw the subject was holding his erect penis in his hand. The student reported the incident to the dean of the school, and the dean was able to obtain the license plate of the Prius. Officers tracked down the owner of the vehicle who said she lent the vehicle to her friend. The owner and her friend (suspect) came to the police station a few hours later, and officers arrested the 30-year old suspect, a Daly City resident, for indecent exposure, child molesting and engaging in lewd conduct.
On Thursday, 12-19-19 at 12:30 p.m., Sgt. Busalacchi and Lt. Brennan were driving an unmarked car on their way to SWAT training when they saw a male who was standing and appeared to be masturbating on the unit block of San Pedro Road. When Lt. Brennan got out of the car, he told the subject to drop the items that were in his hand. The subject dropped a piece of foil, a straw, a lighter and a small baggie filled with a black tar-like substance. Officer Mulitauopele arrived to assist, and when he searched the subject, he found several needles in his right pant leg. The 28-year old transient subject was issued a citation for possession of a controlled substance and for possession of drug paraphernalia.
On Thursday, 12-19-19 at 2:02 p.m., a 48-year old Daly City resident reported that she was shopping at the Sprout’s store and said someone stole her purse from the shopping cart. The suspect later charged over $4,000 on her credit card at the Apple store in Stonestown. This investigation is continuing.
On Thursday, 12-19-19 at 11:10 p.m., Officer Herrera and other officers were dispatched to a report of a subject sleeping inside of a black truck with the flashers on that was parked in the middle of the street on the 100 block of West Market Street. Officer Brenes arrived first and spoke to the subject in Spanish. Officer Herrera could immediately smell an odor of an alcoholic beverage emitting from the vehicle and saw an empty bottle of Jameson and an empty beer can. After the officers conducted field sobriety tests on the subject, a 32-year old Daly City resident, they arrested him for driving under the influence of alcohol.
On Saturday, 12-21-19 at 1:04 p.m., Officer Reyes and Officer Serbin were flagged down in the area of Junipero Serra Boulevard and Southgate Avenue on a report of a male subject who was passed out behind the wheel of a minivan that was blocking traffic. The reporting party told the officers that the driver “might be drunk”. Officer Reyes approached the running vehicle, heard music and saw the driver reclined and passed out in the driver’s seat. She also saw a subject passed out in the front passenger seat. Officer Reyes knocked on the driver’s window several times to wake him up, and the subject moved his foot from the brake, causing the vehicle to move forward a bit. The subject woke up and turned off the vehicle after the officer asked him to do so. Officer Serbin saw drug paraphernalia (burnt foil and two tubes) in plain view on the center console. The driver overheard Officer Serbin telling Officer Reyes about the paraphernalia, and the driver said to be careful—that the substance was Fentanyl. Officer Reyes asked the subject to step out of the vehicle, and the subject closed his eyes as if he was falling asleep. The officers searched the vehicle incident to arrest, and they placed the 36-year old transient subject under arrest for driving under the influence of drugs, possession of controlled substances (Fentanyl, methamphetamine and heroin) and for a misdemeanor warrant. The 51-year old passenger was released.
On Saturday, 12-21-19 at 6:18 p.m., Officer Perdomo and Officer Chittenden were dispatched to the Target store on a report of a subject who was detained for shoplifting and refusing to identify himself. The dispatchers advised the officers they could hear arguing in the background as they were talking to the security officers on the phone. The loss prevention officer told the officers he saw the subject fill a shopping cart with items and walk out of the store without paying for them. The loss prevention officer said the suspect struck him in the face as he tried to detain him. The officers said the subject identified himself using a California driver's license. When the officers checked the subject’s record, they found out that the subject did not have the tattoos that the person with the identification had. The subject, a 27-year old Oakland resident, was subsequently arrested for robbery, false impersonation and for a parole violation.
On Sunday, 12-22-19 at 11:00 a.m., Officer Haas was on patrol in the area of Mission Street and San Pedro Road when he saw a male rolling on the ground who appeared to be having a medical emergency. Officer Haas checked the subject and found no medical issues, but the subject had several outstanding warrants. When the officer searched the subject, a 28-year old Castro Valley resident, he found a folded piece of tin that contained a white powdery substance in the subject’s right shoe. The subject advised the item was Fentanyl. The subject was additionally charged with possession of a controlled substance.
On Sunday, 12-22-19 at 11:19 a.m., several officers were dispatched to the apartment building at 1551 Southgate Avenue on a report of a possible theft which had occurred in the laundry room. The reporting party, a resident of the building, witnessed two suspects breaking into the coin operated washing machines. The reporting party flagged the officers down and showed them a video recording of a suspect who was breaking into the washer. Officer Bermudez and Officer Perez arrived on scene and detained one subject. The subject matched the subject on the video. The subject, a 26-year old South San Francisco resident, was subsequently arrested for burglary, possession of burglary tools and possession of a controlled substance (methamphetamine).
On Sunday, 12-22-19 at 8:57 p.m., a 48-year old San Francisco resident was arrested for driving under the influence of alcohol after he was involved in a traffic collision on the unit block of Frankfort Street. His 34-year old passenger from San Francisco was arrested for possession of a controlled substance (cocaine) and for being intoxicated in public.
Robberies
There were two robberies during the past week.
On Monday, 12-16-19 at 9:36 p.m., a 38-year old Daly City resident was the victim of a strong-arm robbery and felony battery by three unknown subjects. The victim admitted that he had been drinking and left the house to go the liquor store to get more alcohol. He said as he walked back through Lincoln Park, three Hispanic males between the ages of 15-19 wearing black hoodies came from underneath the slide, asked what he was doing and “jumped” on him. The victim said he remembered taking a blow to the face and was missing his phone and keys. The victim suffered a broken nose. This investigation is continuing.
On Saturday, 12-21-19 at 6:18 p.m., a loss prevention officer at the Target store was the victim of a robbery. See “Notable Reports” for more information.
Residential Burglaries
There was one residential burglary during the past week.
On Wednesday, 12-18-19 between 6:00 a.m. and 4:00 p.m., an unknown suspect removed a rear window to a residence on the unit block of St. Francis Boulevard, pried open a bedroom door and took money from the closet. This investigation is continuing.
Commercial Burglaries
There was one commercial burglary this past week.
On Sunday, 12-22-19 at 11:19 a.m., a 26-year old South San Francisco resident was arrested for burglarizing a coin operated washing machine at the apartment complex of 1551 Southgate Avenue. See “Notable Reports” for more information.
Vehicle Burglaries
There were 10 vehicle burglaries and one attempted vehicle burglary during the past week.
• Parking garage at 2051 Junipero Serra Boulevard (6th floor)—a gym bag containing clothing was taken from a 2017 Honda CRV. The right rear window was smashed. Occurred on 12-16-19 between 1:00 p.m. and 5:45 p.m.
• In N Out Burger parking lot (Gellert Boulevard)—nothing was taken from a 2013 Ford Fusion The right rear window was smashed. Occurred on 12-16-19 at 8:38 p.m.
• Rio Verde Street/Geneva Avenue—nothing was taken from a 2013 BMW 325i. The right front window was smashed. Occurred between 6:00 p.m. on 12-16-19 and 9:30 a.m. on 12-18-19.
• Safeway parking lot—a backpack containing a MacBook Pro, Bose headphones and credit cards was taken from a 2011 Hyundai Sonata. The right front window was smashed. Occurred on 12-18-19 between 7:40 p.m. and 9:10 p.m.
• Krispy Kreme parking lot—personal belongings were taken from a 2019 Ford Edge (rental car). The right rear window was smashed. Occurred on 12-19-19 between 1:50 p.m. and 2:18 p.m. **On-line report.
• 200 block of Wilshire Avenue—books, sunglasses, a battery jumper and other miscellaneous items were taken from a 2015 Honda CRV. Occurred on 12-20-19 between 12:00 a.m. and 6:00 a.m. **On-line report.
• 100 block of Los Banos Avenue—four tee shirts were taken from a 2018 Chevrolet Colorado. The right rear window was smashed. Occurred on 12-20-19 between 6:00 p.m. and 11:20 p.m.
• 100 block of Santa Barbara Avenue—tools were taken from a locked tool box on a 2016 Ford pickup. Occurred on 12-20-19 at 3:00 a.m.
• Unit block of Elmwood Drive—a construction ladder was taken from a 2013 Chevrolet Silverado. The chain that secured the ladder was cut. Occurred between 6:30 p.m. on 12-20-19 and 6:30 a.m. on 12-21-19.
• St. Andrew’s Church parking lot—presents were taken from a 2017 Toyota RAV4. The rear window was smashed. Occurred on 12-22-19 between 4:30 p.m. and 4:35 p.m. **On-line report.
• Joe’s of Westlake parking lot—an attempted burglary to a 2019 Tesla Model 3. The left rear window was smashed. Occurred on 12-22-19 between 1:00 p.m. and 3:00 p.m.
Stolen Vehicles
There were two vehicles stolen during the past week.
• East Market Street/Orange Street—a 1989 Chevrolet Silverado. Occurred between 7:00 p.m. on 12-17-19 and 8:30 a.m. on 12-18-19. **Recovered in Richmond on 12-18-19 after the vehicle was involved in a collision.
• 200 block of East Market Street—a 2016 Ford Focus. Occurred on 12-21-19 between 6:08 p.m. and 6:11 p.m. The victim said he was delivering a pizza and left the vehicle running in front of the residence while he delivered the pizza.
Miscellaneous
• There were 11 domestic disturbance cases reported
• There were 3 shoplifting incidents reported
• There were 5 cases involving an involuntary psychiatric hold
• There were 4 malicious mischief/vandalism cases reported
• There were 3 arrests for public intoxication
• There was 1 hit and run collision reported
• There were 12 “boots” placed on cars for unpaid parking tickets

Daly City Services during the 2019 Christmas and New Year’s Holiday Season

**Police Parking Enforcement will suspend street sweeping parking enforcement from Tuesday, 12-24-19 through Wednesday 01-01-20. However, all other parking enforcement activities such as parking meter enforcement, will continue to be provided.
