Narrative:
 
On December 13, 2019, The Ventura County Combined Agency Team, also known as VCAT, concluded an investigation of Marcus Waite selling narcotics to residents of Ventura County.  This was Waite’s third arrest in 2019 for selling methamphetamine in Ventura County.
 
During the month of January, 2019, VCAT investigators received information that Marcus Waite was selling methamphetamine from his residence located in the 300 block of Christman Avenue in the City of Ventura.  VCAT investigators served a search warrant at Waite’s residence and seized approximately 268 grams of heroin and 1,402 grams of methamphetamine.  In addition, investigators located approximately $29,300.00 in United States Currency as well as indicia of narcotic sales.  Waite was arrested and booked into Ventura County Jail for violating California Health and Safety Code sections 11378 – possession of methamphetamine for sales and 11351 of the Health and Safety Code- possession of heroin for sales.
 
During the month of February 2019, VCAT investigators received information that Marcus Waite was again selling narcotics from his residence in the City of Ventura.  VCAT began an investigation that culminated into arresting Waite in his vehicle near his residence.  As a result of the arrest and the subsequent search of his vehicle, investigators seized approximately 906 grams of methamphetamine as well as indicia of narcotic sales.  Waite was arrested for violating California Health and Safety Code sections 11378 – possession of methamphetamine for sales and 11379(a) – transportation of methamphetamine.
 
During the month of December 2019, VCAT investigators received information that Waite was again selling narcotics in the City of Ventura.  VCAT investigators conducted a third investigation of Waite which ultimately led to his arrest and a search warrant being served at the motel room he was occupying located in the 2100 block of East Thompson Avenue in the City of Ventura.  As a result of the arrest and search warrant, VCAT investigators seized approximately 61 grams of heroin and 162 grams of methamphetamine as well as indicia of narcotic sales.  Waite was again arrested and booked into Ventura County Jail for violating California Health and Safety Code sections 11351 – possession of heroin for sales and 11378 – possession of methamphetamine for sales.
 
In total over the last three arrests, Waite was in possession of approximately 2,470 grams of methamphetamine and 329 grams of heroin.  This combined amount of narcotics is approximately 27,990 individual doses.  The street value of this amount of combined narcotics is approximately $125,120.00.
 
Waite was out of custody in lieu of $50,000 bail for his arrests in January and February when he was arrested in December.  Waite is currently in custody in the Ventura County Jail in lieu of $200,000.00 bail.  Detectives are working with the District Attorney’s on special allegations during the criminal proceedings that allow for an enhanced punishment.  
 
The Ventura County Combined Agency Team is comprised of detectives from the Ventura County Sheriff’s Office, the Oxnard Police Department and the United States Federal Bureau of Investigation.  VCAT’s mission is to work together toward the mutual goal of the investigation, arrest, and prosecution of persons/organizations who are engaged in top-level or mid-level drug trafficking activities impacting the County of Ventura.
