Crime Alert Bulletin

**This bulletin contains two weeks of information**

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.


Notable Cases

On Monday, 11-04-19 at 8:55 a.m., the Westlake Village Apartments was the victim of trespassing by a 16-year old male, a 15-year old male and a 14-year old female—all from San Francisco. The subjects were all charged with trespassing and released to their parents/guardians. The 14-year old and 15-year old subjects were also charged with vandalism after the officer found holes and ink pen writing in the vacant apartment on Park Plaza Drive.

On Wednesday, 11-06-19 at 3:51 p.m., Officer Aquila was dispatched to a report of an intoxicated male causing a disturbance near the Westmoor High School pool. The dispatcher updated the broadcast to say the subject left in a vehicle. Officer Aquila passed the vehicle as he was responding to the school, and he followed the vehicle and observed the driver to fail for a stop sign and fail to signal. The officer conducted a traffic stop at Beechwood Drive and Alpine Avenue and subsequently arrested the driver, a 52-year old Daly City resident, for driving under the influence of alcohol.

On Thursday, 11-07-19 at 2:03 a.m., subsequent to a traffic stop at Crocker Avenue and South Hill Boulevard by Officer Dhaliwal, a 38-year old Oakland resident was arrested for being a felon in possession of a firearm, possession of ammunition by a prohibited person, possession of a firearm with a controlled substance, concealing a firearm inside a vehicle, possession of a controlled substance and possession of drug paraphernalia. His passenger, a female 26-year old Lathrop resident, was cited for possession of a controlled substance.

On Friday, 11-08-19 at 2:27 p.m., Officer Hart and Officer Kett were dispatched to a residence on the unit block of Hillsdale Avenue on a report of a stranger in the backyard. The 58-year old victim said she arrived home to her power being out and then she heard the sound of a person attempting to open one of the rear windows of her home. The victim said she was able to see an outline of a person and his hand movements. The victim yelled out to the suspect, and then she said the suspect proceeded to turn on the hose and water her plants. The officers arrived and did not find the suspect in the backyard but saw a broken fence plank. The officers saw a figure of a person on the other side of the fence and told the subject to come out with his hands up. While Officer Hart was in the process of detaining the subject, he said the victim told him a package that was delivered to her porch today had been opened and the contents were stolen. The victim said the packaging was there but not the items. The victim informed the officer that the subject he had detained was wearing the items that were in the package that was delivered. The officer confirmed this by matching the stickers on the packaging to what the subject was wearing. The suspect, a 22-year old San Francisco resident, was arrested for attempted residential burglary, mail theft, possession of stolen property and vandalism.

On Friday, 11-08-19 at approximately 6:19 p.m., subsequent to a check by Officer Fulmore and Officer Poti of a suspicious vehicle in the parking lot of the Royal Palace Hotel, a 19-year old Mountain House resident was arrested for possession of stolen property, possession of burglary tools and possession of a controlled substance. During the same incident, a 17-year old San Francisco resident lied about his name to officers and was in possession of burglary tools. He was released to his parents, and a petition is sought for providing false identification to a peace officer and for possession of burglary tools. Further investigation into this case revealed that the vehicle was used in two auto burglaries in San Francisco and stolen property belonging to five victims was inside the vehicle and ultimately returned to the owners.

On Sunday, 11-10-19 at 6:17 a.m., officers were dispatched to the unit block of Escuela Drive on a report of a just-occurred carjacking. The 56-year old victim from South San Francisco said he had parked his car and was drinking coffee when he noticed an unknown male walking on the sidewalk. The victim said the suspect passed his vehicle (a Mercedes) and turned around and approached the driver’s side door. The suspect opened the door and then pointed a black semi-automatic handgun at him, told him to get out of the car and demanded his cell phone. The victim said he stepped out of his car and the suspect got into the car. The victim said he took a photo of his license plate since he didn’t know it. The victim said the suspect put his car in reverse and collided with a vehicle that was parked behind his. The suspect then exited the driver’s seat and walked eastbound on Escuela Drive. The officers asked the victim if he would like his car towed, and the victim said to just leave the car parked where it was. At 10:03 a.m., the victim called back to report that his vehicle was stolen. The following day, the Los Angeles Police Department called to say that a couple of their officers were on patrol and got into a pursuit with the victim’s Mercedes. A LAPD detective said the vehicle lost control and traveled up an embankment and collided with their patrol vehicles. The detective said the driver and the passenger crawled out of the windows of the vehicle. The driver was a 19-year old Daly City resident who is on probation for carjacking, and the passenger is a Los Angeles resident. This investigation is continuing.

On Sunday, 11-10-19 at 7:37 p.m., Officer Ciucci and Officer Greene were dispatched to the Joe’s of Westlake restaurant on a report of a subject who was seated in the bar who had previously used fraudulent funds to purchase beverages. The staff had advised the suspect was known to them as having purchasing beverages with pre-paid credit cards, and after the transaction was processed, they would be later notified that the funds were insufficient. The manager wanted us to ask the subject to leave. The subject complied, and the officers noticed the subject was carrying two cell phones in his hand. The subject was on parole, and he refused to comply with the search conditions of his parole terms. Officer Ciucci placed the subject, a 31-year old Daly City resident, for a parole violation.

On Wednesday 11-13-19 at 7:15 a.m., a 39-year old San Francisco resident was arrested for indecent exposure after he was seen masturbating near a vehicle on the unit block of Rice Street.

On Wednesday, 11-13-19 at 5:06 p.m., Officer Hepler was on patrol on the 6100 block of Mission Street when he saw a female subject squatting down, urinating in full view of the public next to the sidewalk. Officer Hepler walked out to the subject and yelled at her to stop. The subject ran from the officer, and he caught up to her at Mission Street and Templeton Avenue. The 48-year old transient subject was on parole, and she was arrested for urinating in public and resisting arrest.

On Wednesday, 11-13-19 at 11:30 p.m., Officer Tualaulelei conducted a traffic stop on a vehicle that just entered the freeway from John Daly Boulevard, and the stop was made on Highway 280 just north of Geneva Avenue. The driver gave the officer a name and said he had just bought the vehicle. The driver admitted to not having identification on his person, and the officer could not find a name with the date of birth the subject provided. The officer advised the driver that he could not get a match with his name, and he asked if he could open the glove compartment. The officer found paperwork for the vehicle and paperwork from San Francisco General Hospital. The officer asked the subject if the medical paperwork belonged to him, and the subject said it did not. When the officer conducted a records check on the name, he found that the subject with that name had a felony warrant, two misdemeanor warrants and was on both parole and probation. The subject, a 63-year old San Francisco resident, admitted to the paperwork being his and for lying about his name. Officer Tualaulelei placed the subject under arrest for the three warrants, resisting a peace officer, giving false information to a police officer and for violation of parole.

On Thursday, 11-14-19 at 12:37 a.m., Officer Shoopman arrested a 36-year old San Francisco resident for possession of methamphetamine and possession of ammunition by a convicted felon. This occurred subsequent to a traffic stop at Geneva Avenue and Bayshore Boulevard.

On Friday, 11-15-19 at 10:45 a.m., a resident found a suspected live Russian hand grenade in an isolated area of her garage on the unit block of Clearview Avenue. The reporting party purchased the home in 2008, and she believed the grenade was undetected for over 11 years. The San Mateo County Bomb Squad responded to the scene to collect the device. The Bomb Squad will analyze the device to determine whether or not it was a live explosive.

On Saturday, 11-16-19 at 3:40 a.m., Officer Graner arrested a 25-year old Daly City resident for driving under the influence of alcohol after he was involved in a collision in the area of John Daly Boulevard and Sheffield Drive.

On Saturday, 11-16-19 at 3:13 p.m., Officer Haas was dispatched to the Serramonte Shopping Center parking lot on a report of a CHP officer who had detained a subject who pepper sprayed a motorist following a road rage incident near the TJ Maxx store. The victim, a 20-year old Pacifica resident, said she stopped her car to wait for the driver in front of her to back out of a parking space. She said she put her car in reverse and slowly backed up to give the driver space to get out. When she did this, the victim said she heard the driver behind her honk her horn and honked it for about ten seconds. The victim said the driver was yelling and throwing up her hands. The victim decided to drive away from the space, and she said the woman behind her continued to follow her and was trying to drive to her driver’s side to yell at her. The victim said the woman yelled out through her window, and they began yelling over each other. The victim said at one point the woman raised a pink object in her direction and sprayed something at her. The victim said her friend in her passenger seat told the victim she was just sprayed by pepper spray. The victim said the suspect then drove away quickly. A CHP vehicle was in the lot, and he was flagged down and was able to detain the suspect vehicle. Officer Haas ultimately placed the suspect, a 26-year old San Francisco resident, under arrest for battery and unlawful use of pepper spray.


Robberies

There were two robberies during the past two weeks.

On Wednesday, 11-06-19 at 1:47 p.m., a 29-year old San Francisco resident was arrested for robbery, burglary and possession of a controlled substance after he stole merchandise from the Dick’s Sporting Goods store and pulled out a box cutter on employees as he left the store. Officers found the subject on a Sam Trans Bus and took him into custody.

On Sunday, 11-10-19 at 6:17 a.m., a 56-year old South San Francisco resident was the victim of a car-jacking on the unit block of Escuela Drive. See “Notable Reports” for more information.


Residential Burglaries

There was one residential burglary and one attempted residential burglary during the past two weeks.

Between Friday, 11-15-19 at 11:00 p.m. and Saturday, 11-16-19 at 4:30 p.m., an unknown suspect burglarized a storage unit to a condominium building on the unit block of Goethe Street. The suspect cut the lock and stole camera and light gear, paperwork, electronics and identification.

On Friday, 11-08-19 at 2:27 p.m., an attempted residential burglary occurred on the unit block of Hillsdale Avenue. See “Notable Reports” for more information.


Commercial Burglaries

There was were two commercial burglaries and one attempted commercial burglary during the past two weeks.

Between Sunday, 11-03-19 at 3:00 p.m. and Monday, 11-04-19 at 6:30 a.m., an unknown suspect cut the lock to a chain link fence of a business on the 7000 block of Mission Street. The suspect then entered a van and took a Nintendo Video game boy system from the van after smashing the passenger window. The suspect also tampered the ignition column to another van in the parking lot.

On Saturday, 11-09-19 at 11:50 a.m., three subjects entered the Victoria’s Secret store and stole miscellaneous perfumes and lotions valued at approximately $2,000. The subjects were described as one black male and two black females, all in their 20’s. The suspects then fled in a white vehicle.

On Wednesday, 11-13-19 at 3:59 a.m., an attempted burglary occurred at the Big 5 store after a vehicle crashed into the front window of the store. No entry was gained due to the metal security gate. A stolen gray Nissan Maxima was seen leaving the scene after the occurrence. This investigation is continuing.


Vehicle Burglaries

There were 19 vehicle burglaries and one attempted vehicle burglary during the past two weeks.

• Koi Palace parking lot—two luggage bags containing miscellaneous electronics and clothing were taken from a 2020 Hyundai Santa Fe. (Rental Car) The rear window was smashed. Occurred on 11-04-19 between 7:30 p.m. and 9:45 p.m.
• Westlake Shopping Center parking lot near Starbuck’s—a backpack containing a driver's license, credit cards and $150 was taken from the driver’s seat of a 2017 Honda Pilot. The left front window was smashed. Occurred on 11-05-19 between 8:40 a.m. and 8:51 a.m.
• Westlake Shopping Center near Chipotle—a Coach backpack containing a Philippine passport, Filipino currency, Apple Mac Book and a Samsung cell phone was taken from the rear storage area of a 2019 Mitsubishi Outlander (rental car). The left rear window was smashed. Occurred on 11-05-19 between 3:30 p.m. and 4:40 p.m.
• 200 block of Wyandotte Avenue—a Cole Hahn Wallet containing multiple bank cards and a Samsung cell phone was taken from the glove compartment of a 2004 Toyota Solara. The front passenger window was smashed. Occurred on 11-07-19 between 6:00 p.m. and 8:00 p.m.
• 200 block of Wyandotte Avenue—a Pathfinder speaker box was taken from a 2002 Chevrolet pickup. The front passenger window was smashed. Occurred on 11-07-19-between 6:30 p.m. and 7:30 p.m.
• Mylo Hotel parking lot—a tote bag containing a purse, wallet, driver's license, money, credit cards and make up was taken from a 2019 Honda CHR. The front passenger window was smashed. Occurred on 11-08-19 at 11:13 a.m.
• Serramonte Shopping Center parking lot near Ross Dress for Less—a backpack containing $500 and a vehicle key was taken from a 2015 Ford Fusion. The front passenger window was smashed. Occurred on 11-10-19 between 5:15 p.m. and 5:43 p.m.
• Skyline Drive/Gateway Drive—an iPad, three pairs of Oakley glasses, a Tag Heuer watch and paperwork was taken from a 2008 GMC Acadia. The right rear, right front and left rear windows were smashed. Occurred between 10:00 p.m. on 11-10-19 and 5:00 a.m. on 11-11-19.
• Unit block of Wilson Street—an after-market radio and miscellaneous items were taken from a 1990 Mazda Miata. The convertible top was ripped. Occurred between 4:00 p.m. on 11-08-19 and 11:00 on 11-10-19.
• 200 block of Abbot Avenue—a bag containing an oxygen tank was taken from a 2018 Toyota RAV4. The right front window was smashed. Occurred on 11-12-19 at 8:00 p.m.
• 200 block of San Fernando Way—miscellaneous tools were taken from a 2000 Ford. The left front and right front windows were smashed. Occurred on 11-12-19 at 11:55 p.m.
• In N Out parking lot (Gellert Boulevard)—two suitcases containing miscellaneous clothing, cologne, work identification, noise canceling headphones, shoes and a phone charger were taken from a 2020 Mitsubishi Outback. The rear window was smashed. 11-14-19 between 8:25 p.m. and 9:15 p.m.
• Celia’s parking lot—nothing was taken from a 2019 Dodge Challenger (rental car). The right rear window was smashed. Occurred on 11-14-19 between 8:45 p.m. and 9:45 p.m.
• Serramonte Shopping Center parking lot near Target—a Betsey Johnson make up bag containing make up was taken from a 2019 BMW X4. The right rear window was smashed. Occurred on 11-14-19 between 9:05 p.m. and 9:45 p.m.
• Serramonte Shopping Center parking lot near Target—nothing was taken from a 2019 Tesla. The left rear window was smashed. Occurred on 11-14-19 between 9:20 p.m. and 9:25 p.m.
• Serramonte Shopping Center parking lot near Sephora—a purse containing a Dell laptop was taken from a 2018 Hyundai Santa Fe. The right rear window was smashed. Occurred on 11-15-19 between 6:00 p.m. and 7:15 p.m.
• 300 block of Lake Merced Boulevard—a GPS unit, sunglasses and two gas cards were taken from a 20165 Jeep Grand Cherokee. Occurred between 5:00 p.m. on 11-17-19 and 10:00 a.m. on 11-18-19. **On-line report.
• In N Out Burger restaurant (Washington Street)—an attempted burglary to a 2017 Toyota Prius. The right rear window was smashed. Occurred on 11-14-19 between 8:15 p.m. and 8:56 a.m.


Stolen Vehicles

There were five vehicles stolen during the past two weeks. Two were recovered

• 100 block of Bel Mar Avenue—a 2003 Suzuki Savage motorcycle. Occurred between 2:00 p.m. on 11-05-19 and 10:00 a.m. on 11-06-19.
• Parking garage of 395 Imperial Avenue—a 2005 Toyota Corolla. Occurred between 2:00 p.m. on 11-06-19 and 9:00 a.m. on 11-07-19. **Recovered in Daly City on 11-19-19.
• Unit block of Poncetta Drive—a 2019 Volkswagen Jetta. Occurred on 11-10-19- between 8:00 a.m. and 5:00 pm.
• 300 block of Imperial Way—a 2002 Honda Civic. Occurred between 9:30 p.m. on 11-08-19 and 9:30 a.m. on 11-11-19. **Recovered by the CHP on 11-12-19.
• 400 block of 91st Street—a 2017 Monster Moto mini dirt bike was taken between 3:30 p.m. on 11-16-19 and 12:00 p.m. on 11-17-19.


Miscellaneous

• There were 10 domestic disturbance cases reported
• There were 5 shoplifting incidents reported
• There were 22 cases involving an involuntary psychiatric hold
• There were 13 malicious mischief/vandalism cases reported
• There were 7 arrests for public intoxication
• There were 3 hit and run collisions reported
• There were 4 “boots” placed on cars for unpaid parking tickets

Household Hazardous Waste Disposal Event—Saturday, December 14, 2019

San Mateo County residents can safely dispose of household hazardous waste (HHW) free of charge on Saturday, December 14th only by appointment. Residents are required to schedule an appointment at San Mateo County’s HHW program on line at www.smchealth.org/hhw or by phone at (650) 363-4718 and select option 3. You will be given the drop off location after you make your appointment. The limit is 10 gallons (liquid) or 50 pounds (solid) per appointment. No business waste accepted.

Accepted items include acids/bases, aerosol cans, automotive supplies (car batteries, motor oil, antifreeze, brake fluid), cleaning products, fertilizers, pesticides, flammable liquids, fluorescent lights (compact and tubes), paint, inks, and photo chemicals. No radioactive, explosive, medical or commercial waste is allowed. All waste collected is reused, recycled, or stabilized for proper disposal to achieve zero waste being landfilled.
