**Update** Officer Involved Shooting 3830 Georgetown Road

UPDATE:

INDIANAPOLIS-
The following information pertains to the timeline of the Officer Involved Shooting at 3830 Georgetown Road. The information provided is preliminary and subject to change (Content was derived from the Police CAD).
 
Timeline

  • 11: 39 p.m.- Officer marks out on Off-Duty Employment at El Parral Dancing Club, 3830 Georgetown Road until 3:30 a.m.
  • 1:57 a.m. – Officer advises on the radio of “shots fired” and an Officer Involved Shooting. Officer further advises of a black male moving northbound (Individual #1).
  • Additional Units begin to back on to the call and respond.
  • **2:00 a.m.**- Daylight Savings Time Change occurs, time resets to 1:00 a.m.
  • Control operator was advised that no officer sustained injury.
  • Officer advises that there is possibly an injured person on the south side of the building (Individual #2).
  • Officers respond to the south side of the building, locate and confirm that Individual #2 has sustained a GSW and is in serious condition.
  • Officer involved in shooting located Individual #1 and administered first aid while waiting for IEMS to arrive.
  • IEMS and Pike Medics arrive and transport Individual #1 and Individual #2 to Eskenazi Hospital.
  • Notifications of OIS sent out to command staff.
  • MECA Communications Van, Police Officer Support Team (POST) and Indianapolis-Marion County Forensic Services Agency (Crime Lab) are requested to the scene, per standard operating procedure.
  • Detectives respond to the hospital and scene for investigation.
  • 5:08 a.m.- Incident command terminated.
  • Crime Scene released.
 
Investigators located a firearm in very close proximity to Individual #1 at the scene, which was collected as evidence.
 
A robbery report (IP19123564, CAD .2172) was taken at this location during the incident. Initial investigation by detectives indicates Individual #1 robbed and shot Individual #2. This is preliminary information and subject to change.
 
Individual #1 is listed in critical condition but is expected to survive. Individual #1 was placed under arrest for one count of Robbery (L1) and one count of Aggravated Battery (L3).
 
Individual #2 is also listed in critical condition but is expected to survive.
 
Investigators from the Critical Incident Response Team (CIRT) have taken the lead on the criminal investigation, standard procedure in an officer-involved shooting. IMPD’s Internal Affairs Unit is conducting a parallel but separate investigation to ensure compliance with departmental policy. An Executive Review of this incident will occur after the involved officers have provided a compelled departmental statement.

INCIDENT TYPE: Officer Involved Shooting  
 
INCIDENT LOCATION: 3830 Georgetown Road
 
INDIANAPOLIS -  Just before 2:00 am on November 3, 2019, an officer with the Indianapolis Metropolitan Police Department was working off-duty employment in the parking lot of 3830 Georgetown Road.  The officer heard shots fired at the south end of the parking lot, where a person was shot.  The officer then got out of his police vehicle, and audibly and visibly identified himself as a police officer.  The officer engaged the armed suspect as he was running toward him, fleeing from the robbery scene. The officer, an 8-year-veteran, then shot the suspect.  The suspect then continued to run to the north end of the parking lot where he was apprehended by the officer.  The officer, then rendered first aid to the suspect until medics arrived.

Indianapolis Emergency Medical Services responded to the scene and transported the suspect and the victim of the robbery to local hospitals, each in critical condition.

Veteran investigators from the Critical Incident Response Team (CIRT) have taken the lead on the criminal investigation, standard procedure in an officer-involved shooting, and IMPD’s Internal Affairs Unit is conducting a parallel but separate investigation to ensure compliance with departmental policy. An Executive Review of this incident will occur after the involved officers have provided a compelled departmental statement. This is an added part of the administrative process to ensure questions are being asked and addressed, immediate policy or training concerns identified and addressed, and to determine the officers' immediate work status before the completion of both the investigative and administrative investigations. The involved officer has been placed on Administrative Duty as the investigation is conducted, and will have access to IMPD’s wellness program for coping assistance during this time. There will be both a criminal and parallel administrative investigation to determine compliance with departmental policy and state law.
