Fatal Traffic Collision on Cleveland Avenue at State Farm Drive in Santa Rosa

Fatal Vehicle Collision – Cleveland Ave / State Farm Dr (Case #19-14265)
On Friday October 18, 2019 at approximately 3:49 pm, officers were dispatched to the area of Cleveland Avenue and State Farm Drive regarding a traffic collision that possibly involved a pedestrian.
Santa Rosa Police Officers and fire and medical personnel arrived on scene shortly after they were notified.  Emergency personnel located one vehicle with major damage that had collided with a building on the west side of Cleveland Avenue, south of State Farm Drive.  A second vehicle was still in the roadway with minor damage.  Arriving emergency personnel also located a pedestrian on the ground near a driveway entrance on the west side of the road, just south of the vehicles.  The pedestrian was pronounced deceased at the scene by medical personnel.  The driver of the vehicle still in the roadway was located and determined to have no injuries requiring medical attention.  The driver of the vehicle which collided with the building was located and had injuries requiring medical treatment.  He was transported to an area hospital.  Southbound Cleveland Avenue was closed between Russell Avenue and Terry Lane for approximately three hours while an investigation was conducted.
The Santa Rosa Police Department Traffic Team responded to the scene and took over the investigation.  The investigation is still on going, but preliminarily investigators determined the following:  Based on evidence at the scene and witness statements, traffic investigators determined a red Lexus SC300 was traveling eastbound State Farm Drive at Cleveland Avenue.  The Lexus stopped at the T-intersection with Cleveland Avenue as an uninvolved vehicle turned right from southbound Cleveland Avenue onto westbound State Farm Drive.  As this vehicle made its turn, the driver of the Lexus began a right hand turn onto southbound Cleveland Avenue from eastbound State Farm Drive. 
A Silver Subaru BRZ was traveling southbound Cleveland Avenue approaching State Farm Drive in the slow lane at an unknown speed.  The Subaru transitioned from the slow lane to the fast lane to pass the uninvolved vehicle making the right hand turn onto westbound State Farm Drive in front of it.  The Subaru then immediately transitioned back into the slow lane as it passed the uninvolved vehicle.  The Lexus had just begun to enter Cleveland Avenue when the driver saw the Subaru approaching at the last second.  The driver of the Lexus attempted to avoid a collision with the Subaru by swerving to the right.  The passenger side rear of the Subaru swiped the front driver side of the Lexus as the Subaru continued southbound.  The Subaru lost control and swerved into the curb on the west side of the road.  The Subaru continued onto the sidewalk and into the building at 2999 Cleveland Avenue.  At some point after the Subaru left the roadway, it struck a pedestrian who was on the sidewalk.
The driver of the Lexus was identified as Jacob Elias Elliot, an eighteen-year-old Santa Rosa Resident.  The driver of the Subaru was identified as Deyvi Javier Pineda Arita, a twenty-year-old Santa Rosa resident.  Both drivers are cooperating with the investigation.  There is no indication that alcohol was a factor in the collision.  The pedestrian’s name is being withheld at this time and is pending release from the Sonoma County Coroner’s office.
