Inappropriate Conduct with a Minor Arrest (19-13137)


On September 27, 2019, the Santa Rosa Police Department received information that an adult might be engaging in inappropriate conduct with a 14-year-old minor.  A parent of the child suspected that an adult female, had been sending messages that were inappropriate to her son though social media. 


Detectives from the Domestic Violence Sexual Assault unit spent numerous hours following up on investigative leads.  As a result of their investigation, the detectives were able to corroborate the initial information that was relayed to them.  They learned that the suspect had been in communication with the victim through social media sites for several months.  The suspect had been posing as a juvenile female.  During that time, numerous sexually explicit messages were exchanged between the victim and the suspect.


On October 16, 2019, officers conducted an enforcement stop on the suspect in the eastern Santa Rosa area.  Officers contacted the suspect and transported her to the Santa Rosa Police Department.  A detective interviewed the suspect.  After the interview was completed, the suspect was transported to county jail and booked on the following charges:


·         Penal Code §288.3(a) PC – Contact with a Minor to Commit a Criminal Offense

·         Penal Code §288(c)(1) PC – Lewd and Lascivious Acts with a Child


There is no information to suggest that any inappropriate physical contact occurred between the suspect and victim.


The suspect, Sandra Lee Champie, is a 54-year-old Santa Rosa resident.  She is a part-time employee at Madrone Elementary School. 


Due to the nature of the crime and the age of the victim, the victim’s name will not be released.  The victim is not a student at Madrone Elementary, and there is currently no information to believe that Champie had any inappropriate contact with any of the students that attend the school.
