Resisting Arrest 19-13946

On October 12, 2019, at around 12:40 a.m., an officer patrolling the area of Fulton Road and Guerneville Road contacted an individual who was next to a closed business with another unidentified individual. The officer went to check on them.  When he approached them, one of the individuals immediately became combative and started to challenge the officer to a fight.
The suspect refused the officer’s orders to comply and continued to threaten the officer.  The officer who believed he was about to be assaulted, used his conducted energy weapon to subdue the suspect.  The conducted energy weapon was not successful.  The suspect continued to refuse to follow the officer’s commands and at one point, the suspect struck the officer in the face.  The officer used his baton and struck the suspect with it, but the suspect’s non-compliant and assaultive behavior continued.
An arriving officer helped tackle the suspect and take him to the ground.  After an intense struggle with the suspect, the officers were able to take him into custody.
One of the officers was injured during the struggle.  He went to the hospital where he was treated and released for non-life-threatening injuries.
Detectives from our Violent Crimes Investigation Team responded and continued the investigation.
The suspect, 54-year-old John Mastromoro, is from the Santa Rosa area and is currently homeless.  Officers transported him to the hospital where he was treated for a minor facial fracture. He was then transported and booked into the jail on the following charge:
Penal Code 69(a) - Felony obstruction of a peace officer;

  • Penal Code 243(b) -Assault on a Police Officer
  • Penal Code 1203.2-Violation of Probation
