Phone outage Nehalem, Rockaway, Garibaldi, Bay City customers, Cellphone and text to 911 not affected. Firestations manned. 
There is a telephone outage affecting Nehalemtel customers as well as Centurylink customers in Rockaway Beach, Garibaldi, amd Bay City. This impacts their ability to call 911 in an emergency. Cellphones are still operational and text to 911 is working. If you live in one of these areas and need First Responder assistance, use your cellphone, text to 911 or go to the local Fire Station which has been manned to relay any information to 911.
