On August 28, 2019 The Rutherford County Sheriff’s Office participated in the Hands Across the Border event. The event consists of law enforcement agencies from North Carolina and South Carolina conducting motor vehicle law compliance checking stations at the state line. The Rutherford County Sheriff’s Office worked jointly with South Carolina state law enforcement agencies specifically during this event.
The Rutherford County Sheriff’s Office conducted three simultaneous checking stations during this event. These checking stations were very successful. All three checking station locations, along with the amounts of citations and arrests resulted from each location are listed below.

1-No Operator License Citation
1-Driving While License Revoked Citation
2 –Simple Possession of Schedule VI Citations
 
Joseph Israel Bartlett was arrested for 1 count of Felony PWIMSD Schedule VI controlled substance and for 1 count of Misdemeanor Possession of Drug Paraphernalia

 Over 91 Grams of Marijuana were seized

 US 221A at Duke Power Road
Andrew Rodriguez was arrested in S.C. after a vehicle chase resulted from the checking station. Warrants were secured by Rutherford County Sheriff’s Office on Felony Flee to Elude arrest and Reckless Driving. 13.6 pounds of methamphetamine and a firearm was located after a search of the vehicle he was occupying. Andrew Rodriguez is a resident of S.C. and Spartanburg County Sheriff’s Office is continuing the investigation.
 
Bryan Keith Philips was arrested for Driving While Impaired and Driving While License Revoked.

 3 Grams Marijuana were seized.
1 Vehicle was seized due to the DWI seizure law.

 Sheriff Chris Francis and the Rutherford County Sheriff’s Office are extensively proud and grateful for the proactive work from all the agencies involved in this operation.  The North Carolina State Highway Patrol, Forest City Police Department, the N.C. Department Health Human Services Forensic Tests for Alcohol Branch BAT Mobile Unit, the South Carolina State Highway Patrol, Spartanburg County Sheriff’s Office, and Cherokee County Sheriff’s Office, all participated and made this event so successful in keeping Rutherford County motorists safe.
