Update #2 (Investigation - Motor Vehicle Accident/Assist Other Agency) 
Upon further investigation, it has been confirmed that this fatal shooting incident took place on an exit ramp off of Interstate 95, in Delaware State Police jurisdiction.
Delaware State Police has assumed the role as the lead investigative agency on this case, and anyone with information is encouraged to contact DSP Detective M. Csapo at (302) 741-2729.
Update #1 (July 22):
Police have identified the victim in this incident as 23-year-old Emmanuel Kamara, Jr., of Chichester, Pa.
This incident remains under joint investigation by the Wilmington Police Department and the Delaware State Police, and further information will be released when possible.

Original message (July 21):
Just before 9 p.m. on Saturday, Wilmington Police received a report of a vehicle that struck a building in the 500 block of Delaware Avenue.
Responding officers located that vehicle, which was occupied by a 23-year-old gunshot victim who was transported to the hospital, where he was later pronounced dead.
Wilmington Police are assisting with the investigation of this fatal shooting, which a preliminary investigation indicates took place on I-95 outside of Wilmington Police jurisdiction.
No other injuries have been reported in connection with the motor vehicle accident.
This incident remains under investigation and further details will be released when possible.
