*4th UPD* #LASD Homicide Detectives Continue to investigate the Deputy Involved Shooting, Compton

Homicide Bureau Detectives continue their investigation regarding a pursuit/deputy-involved shooting and murder which occurred on Wednesday, July 3, 2019.  

Detectives are exhausting all investigative efforts in relation to the tragic incident in which 65-year-old Ricky Starks was killed. 

Detectives responded to the 1600 Block of Blue Jay Way, Los Angeles, on Thursday, July 18, 2019, to conduct a search warrant related to the investigation. 

The search warrant is a property leased by Keenon Jackson, also known as rapper “YG,” whose registered vehicle was involved in the pursuit and subsequent shooting. 

Mr. Jackson was not home at the time of the warrant. 

During the warrant, several people were detained.  A 29-year-old male Black identified as Tyquan Williams was arrested for a weapons charge and he is currently being held in lieu of a $25,000 bail.
 
At this time, there is no additional information, and the investigation is still ongoing.

Los Angeles County Sheriff’s Department Homicide Investigators are continuing their investigation into the deputy-involved shooting that occurred in the city of Compton on Wednesday, July 3, 2019, at approximately 11:20 p.m.
 
Investigators can confirm that the information being widely reported regarding the suspect vehicle being registered to Keenon Jackson AKA “YG” is accurate. 
 
The 2018 black Cadillac Escalade is reportedly a company car registered in the name of Keenon Jackson with an address in Sherman Oaks, California.
 
Sheriff’s Homicide Bureau will not be commenting further regarding Mr. Jackson or the vehicle, at this time, as this is an on-going criminal investigation. 
 
There is no additional information available at this time.

Homicide investigators have identified Ricky Cornell Starks, a 65 year old Male Black, a resident of Compton, as the victim killed in the shooting.

1st Update

Los Angeles County Sheriff’s Department Homicide Bureau Detectives are continuing their investigation into the deputy-involved shooting that occurred at 400 Block West Spruce Street, Compton on Wednesday, July 3, 2019, at approximately 11:20 P.M.
 
Homicide Detectives have learned that deputies assigned to Compton Sheriff’s Station initiated a vehicle pursuit of a suspected reckless/driving under the influence suspect. 

Shortly after the initiation of the pursuit, an occupant of the pursued black Cadillac Escalade opened fire on the deputies with a high power assault rifle at which point a deputy-involved shooting occurred at the corner of Spruce Street and Aranbe Avenue. 

The pursuit continued through the area and in the 1900 block of 119th Street, pursuing deputies again came under fire. A second deputy-involved shooting occurred before the Escalade sped away.  

The suspect vehicle was followed by a Sheriff’s Department helicopter to the city of Inglewood. As LASD helicopter followed the suspects’ vehicle, the suspect from the passenger side fired several shots at the helicopter possibly striking the helicopter.  The suspects abandoned the vehicle and fled on foot.

During the search for the suspects, one suspect was apprehended and taken into custody.

It is believed at least one suspect is still outstanding and the assault rifle was not recovered from the Escalade. 

One deputy sustained graze gunshot wounds to his arm and shoulder during the pursuit.

He was transported to a local hospital where he was treated and released. 
 
During the preliminary investigation, deputies discovered a male black adult victim at the corner of Spruce Street and Aranbe Avenue. The victim appeared to have sustained multiple gunshot wounds and was pronounced dead at the scene. At this time, it is unknown if the victim was shot by the suspect in the fleeing Escalade or if he was caught in the crossfire from the deputy-involved shooting. 
 
The victim has not been identified. He is described as a male Black in his 60’s. 
 
There is no known motive for the shooting.
 
The investigation is still on-going, and there is no additional information at this time.

NARRATIVE:


Los Angeles County Sheriff's Homicide detectives are responding to assist Compton Sheriff’s Station with a deputy-involved shooting. The incident occurred on Wednesday July 3, 2019 at approximately 11:35P.M. on the 400 block West Spruce Street, Compton.      
            
The suspect(s) are outstanding.
          
There is no additional information available at this time.

Whenever a deputy-involved shooting occurs involving Los Angeles County Sheriff's deputies, and a person is struck by gunfire, multiple independent investigations immediately begin at the scene.  These include separate investigations by the Sheriff's Homicide Bureau and Internal Affairs Bureau.  The Los Angeles County Sheriff’s Department immediately notifies the Office of the Inspector General who sends a representative to the incident scene and provides independent oversight throughout the investigative process.  Once concluded, a preliminary review is conducted by the Critical Incident Review Panel to determine whether any immediate actions are warranted.  Every aspect of the shooting is reviewed by the Sheriff's Executive Force Review Committee.

The Los Angeles County District Attorney’s Office, Justice System Integrity Division, conducts a legal analysis to determine whether any criminal charges will be filed and if the shooting was legally justified.
