Crime Alert Bulletin

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.


Notable Cases

On Tuesday, 07-02-19 at 11:12 p.m., Officer Shoopman was dispatched to a call of a drunk passenger who refused to get out of a taxi on the unit block of Mission Circle. Officer Shoopman arrived shortly after and saw a male matching the description walking on Mission Circle near Hillcrest Drive. The officer said the subject saw him and waved at him. Officer Shoopman approached the subject and smelled a strong odor of an alcoholic beverage coming from his person. The taxi driver said the subject hadn’t paid him for the ride, and the subject pulled out a $20 bill and paid the taxi driver. Officer Shoopman gave the subject a courtesy ride to his residence on the 300 block of Miriam Street. When they arrived at the residence, the officer said the subject could not find his keys and began ringing the doorbell, but there was no answer. Officer Shoopman said the subject removed his wallet from his pants pocket and started tossing it into the air, in an attempt to hit the upper living room window to get someone’s attention. The officer told him to stop throwing his wallet before he fell. The subject rang the doorbell again, and there was no answer. The officer attempted to call the subject’s girlfriend who was supposedly inside the residence, but because there was no answer, he arrested the 36-year old for public intoxication. The subject was medically denied at the jail and had to be taken to the San Mateo County hospital.

On Thursday, 07-04-19 at 1:50 a.m., Officer Dhaliwal responded to the Classic Bowling alley on a report of a male subject who was wearing a bullet proof vest and had a collapsible baton in his pocket. The subject, a 25-year old San Francisco resident, said he wore the vest for protection and carried the baton for the same reason. The subject was cited for carrying a baton and released from the scene.

On Thursday, 07-04-19 at 2:27 p.m., Officer Jackson-Berrios was dispatched to the Panda Express restaurant on a report of a female subject who appeared to be intoxicated and would not leave the restaurant. Restaurant employees said they tried for 30 minutes to get the subject to exit the restroom and pointed to the subject was sitting at a table. Officer Jackson-Berrios believed the subject was under the influence of an unknown substance and walked the subject outside of the restaurant to conduct tests on the subject. The subject had difficulty standing on her own, and Officer Sabins arrived to assist. The 20-year old subject was later arrested for being under the influence of a controlled substance and being in possession of a controlled substance (suspected Xanax) without a prescription.

On Friday, 07-05-19 at 1:19 a.m., Officer Moody and Officer Brenes were dispatched to the 100 block of Bellevue Avenue on a report of a hit and run. The reporting party saw a vehicle hit multiple cars and then left the scene. As Officer Brenes was arriving onto the scene, she located a vehicle on Whittier Street that matched the description given by the reporting party. The vehicle was parked horizontally across the street, and Officer Brenes saw a male subject trying to push the vehicle out of the roadway. Officer Brenes contacted the subject and asked if he was involved in a collision, and the subject said he had. Officer Moody found a small bottle of Hennessey on the subject, and both officers conducted field sobriety tests on the subject. Officers arrested the subject, a 20-year old Daly City resident, for driving under the influence with a blood alcohol content of .01% or higher while under the age of 21 years, driving under the influence of alcohol with a blood alcohol content of .05% or higher while under the age of 21 years, hit and run with property damage and for driving without a driver's license.

On Friday, 07-05-19 at approximately 8:18 a.m., a 29-year old transient was arrested for public intoxication after he was contacted in the restroom at the Walgreen’s store on Mission Street. The store manager said the subject was passed out in the restroom and wanted him removed from the store. The subject could not provide his name or date of birth. He also could not stand up, walk unassisted, and his attempts at talking were incoherent.

On Saturday, 07-06-19 at 12:34 a.m., Officer Ciucci was dispatched to an apartment on the 7500 block of Mission Street on a report of a welfare check. The dispatchers advised a subject called 911 and said that there was an emergency, someone was there, and that the subject said he thought all of his family was dead. Other officers arrived to assist, and they immediately noticed the subject’s pupils were extremely dilated and his pattern of speech was rapid and soft spoken. Because Officer Ciucci observed that the subject displayed the signs of paranoia and was unable to carry on a conversation, he believed the subject was under the influence of a central nervous stimulant. After Officer Ciucci conducted tests to determine whether the suspect was under the influence, he arrested the subject, a 29-year old Daly City resident, for being under the influence of a controlled substance.

On Sunday, 07-07-19 at 5:35 a.m., a 35-year old Daly City resident was arrested for possession of a stolen vehicle and possession of drug paraphernalia. This occurred following a traffic stop by Officer Collins and Officer Reininger at Bismark Street and Abbot Avenue.

There were no robberies during the past week.


Residential Burglaries

There were no residential burglaries during the past week.


Commercial Burglaries

There was one commercial burglary during the past week.

On Wednesday, 07-03-19 at approximately 8:10 p.m., an unknown suspect walked into the Victoria’s Secret store with several bags and placed over $5,000 worth of bras and underwear into a bag and left the store without paying. She is described as a white female adult with blond hair, wearing a white hooded sweatshirt and jeans. This investigation is continued.


Vehicle Burglaries

There were twelve vehicle burglaries during the past week.

• 500 King Drive—tools, an “intoxilock” and a jacket was taken from a 2005 Ford Focus. The method of entry is unknown. Occurred between 6:00 p.m. on 06-28-19 and 10:30 a.m. on 07-01-19. **On-line report.
• Serramonte Shopping Center parking lot near Macy’s—two bags containing drone equipment and an iPad were taken from a 2019 Chevrolet Tahoe. The left rear window was smashed. Occurred on 07-02-19 at 12:30 p.m.
• Serramonte Shopping Center parking lot near Cost Plus—a bag containing a Go Pro camera was taken from a 2019 Dodge Caravan. The left rear window was smashed. Occurred on 07-02-19 at 6:31 p.m.
• Serramonte Shopping Center parking lot near Party City—a backpack containing two passports, an iPhone, an international driver's license, eyeglasses and money was taken from a 2018 Mazda. The rear window was smashed. Occurred on 07-03-19 between 4:15 p.m. and 4:45 p.m.
• Serramonte Shopping Center parking lot near Party City—nothing was taken from a 2015 Mazda 3. The left rear window was smashed. Occurred on 07-03-19 between 4:00 p.m. and 4:45 p.m.
• Serramonte Shopping Center parking lot near Party City—a bag containing toiletries was taken from a 2018 Ford Fusion. The left rear window was smashed. Occurred on 07-03-19 between 5:00 p.m. and 5:06 p.m.
• In N Out Restaurant parking lot (Washington Street)—a backpack containing a French passport, green card, driver's license and eyeglasses was taken from the front passenger seat of a 2005 Honda Civic. The left front window was smashed. Occurred between 11:45 p.m. on 07-03-19 and 12:03 a.m. on 07-04-19.
• Krispy Kreme parking lot—nothing was taken from a 2016 Scion FRS. The left rear window was smashed. Occurred between 11:45 p.m. on 07-03-19 and 12:40 a.m. on 07-04-19.
• Krispy Kreme parking lot—a camera bag containing a Sony A7R3 digital camera, three camera batteries, a tripod and a lens was taken from a 2013 Subaru BRZ. The rear windshield was smashed. Occurred between 11:45 p.m. on 07-03-19 and 12:40 a.m. on 07-04-19.
• Krispy Kreme parking lot—a Kate Spade purse and a Go Pro camera was taken from a 2015 Subaru STI. The left rear window was smashed. Occurred between 11:45 p.m. on 07-03-19 and 12:40 a.m. on 07-04-19.
• In N Out Restaurant parking lot (Gellert Boulevard)—nothing was taken from a 2015 Volkswagen Golf. The right rear window was smashed. Occurred on 07-04-19 between 12:00 a.m. and 12:30 a.m. **On-line report.
• Max’s Restaurant parking lot—a backpack containing miscellaneous property was taken from a 2009 Mercedes Benz ML350. The left rear window was smashed. Occurred on 07-06-19 between 3:30 p.m. and 4:15 p.m.


Stolen Vehicles

There were two vehicles stolen during the past week. One was recovered

• Serramonte Shopping Center near Daiso—a 2006 Hino truck. Occurred on 07-03-19 between 9:30 a.m. and 10:06 a.m. **Vehicle recovered an hour later on Gellert Boulevard in Daly City.
• 2nd Avenue/Price Street—a 1997 Honda Accord. Occurred on 07-05-19 between 5:00 a.m. and 5:00 p.m.

Miscellaneous

• There were 5 domestic disturbance cases reported
• There were 3 shoplifting incidents reported
• There were 10 cases involving an involuntary psychiatric hold
• There were 4 malicious mischief/vandalism case reported
• There were 6 arrests for public intoxication
• There were 2 hit and run collisions reported
• There were 4 “boots” placed on cars for unpaid parking tickets


Scams/Other

In case you missed it, last week I wrote about two new scams. I’ll keep them on this week’s bulletin, but I am adding one more—the “Apple Customer Care” scam.


The Apple Customer Care Scam

On Tuesday, 07-02-19 at 1:43 p.m., a 69-year old Daly City resident received a call on his cell phone from a man who identified himself as “Chris”, a representative of the Apple Customer Care team. The caller ID displayed “Apple Customer Care”. “Chris” told the victim he had found a problem with his computer network. “Chris” told the victim to type in a web address into his tool bar on his computer, which allowed him to take control of his computer remotely. The caller told the victim that after clicking on several websites and looking at several documents, he told him there was a big problem with his network. The caller told the victim the problem was extensive and that he would require payment before the work could be done. The victim said the caller told him to go to his local Best Buy store and purchase $1,000 worth of Google Play gift cards. The victim said he went to the Best Buy store but found that they did not have a $1,00 Google Play gift card. The victim said the caller stayed on the phone the entire time, and when he was informed that the Google Play cards did not have the amount requested, he instructed him to buy GameStop gift cards instead. The victim bought $1,000 worth of GameStop cards and was instructed by the caller to read him the card numbers. The victim said he returned home after the caller told him he would re-contact him after fixing the network problem. The victim said the next morning, he received another call from the caller saying the network problem was bigger than he thought and required more money up front to fix the problem. The caller once again instructed the victim to purchase $1,000 more in GameStop gift cards and to read him the numbers from the back of the card. The victim returned home with the suspect still on the phone with him, and the caller requested more gift cards. The victim told the caller he was “maxed out” on his credit cards and could not afford to buy any more gift cards. The victim said the caller then asked him for his debit card information so that he could access his bank account to transfer the funds. The victim became suspicious and declined. The victim said the caller said he would research the network problem and would call him back. The victim is still waiting for the call.

Along the same vein, we also had a report this week of a person losing $6,000 when he looked up what he thought was an Apple Support telephone number on the computer because he needed assistance. The website he was using was a phony Apple Support site. The person he called asked him to purchase gift cards, and he was told the problem would be fixed once they were paid.


“Can you do me a favor?”

Here is a new scam that has flooded the internet lately. And unfortunately, it has hit one of our Daly City residents. In this type of scam, it starts with an email—which could look like it has come from a boss, pastor/minister or principal of a school. The message might be something simple like, “Lucy, could you please email me back? I need a favor” or “Sally, are you available at the moment? I can’t talk, just send me an email when you receive this”. And then, another email will be sent saying, “I need you to pick up three Home Depot/Google play, etc. gift cards for… and I’ll pay you back.” Once the person buys the gift cards, the scammer asks the person to either take photos of the cards or asks for the numbers. Once the scammer gets the numbers, the scammer wins. The money is gone, and it is impossible to trace.

In our case, a 45-year old Daly City resident was working from home when she received an email from her “boss”. (The name WAS the victim’s boss, but not his email address). The “boss” asked the victim to run an errand for her as he was in a meeting and asked her to send her cell phone number. The victim provided her cell phone number and was promptly texted by another number—not her boss’s number. The subject told her to go to the store and load up Google play cards with various amounts. Once the victim purchased the cards, she was instructed to send the codes from the back of the card to the phone number. The subject was able to convince the victim to purchase $1,500 worth of cards. The victim eventually spoke with her boss who advised her that he did not ask her to purchase any Google play cards. PLEASE pass along this story to prevent people from losing their hard-earned money.


Social Security Scam—New Twist

By now, people should be aware of this scam, but sadly, they are not. Now there is a new twist to this scam. Those of us who know about this scam know that people are receiving calls from someone claiming that their social security numbers are compromised or used in a crime. The caller convinces the victim that in order to clear the record and not be arrested, that the victim must purchase Google Play (or other cards) to clear up the matter. The new twist is that the scammers have programmed OUR police department phone number on the caller I.D., which makes it seem somewhat legitimate. Today, within an hour, two people walked into our police department while STILL on the phone with the scammer! Of course, when our station supervisor spoke to the caller, the caller hung up.

Please DO NOT automatically believe when you are told your social security number has been comprised. Take the necessary steps to find out for yourself by contacting the Social Security Administration directly. According to the Social Security Administration’s website, reports about fraudulent phone calls from people claiming to be from the Social Security Administration are increasingly becoming more frequent, and the callers are becoming more threatening in their calls. If you suspect you have received a scam call, you should hang up and report details of the call to the Office of the Inspector General at 1-800-269-0217 or on line at https://oig.ssa.gov/report.

National Night Out—Save the Date! Tuesday, August 6, 5:00-8:00 p.m. at Serramonte Center
Please join us as we celebrate National Night Out, America’s “Night Out Against Crime” on Tuesday, August 6, 2019. National Night Out is a national effort to promote involvement in crime prevention activities and community-police partnerships. It also sends a message to criminals letting them know that communities are organized and fighting back.

This free event will feature members from various community businesses, community groups, civic groups and City of Daly City departments Bring your family out for an evening to meet fellow residents and Police, Fire, and City staff, fun activities, and small giveaways for children. In addition, the popular Off the Grid Food Trucks will be onsite (fees for food and beverages apply). The event will be located on the northeast corner, near the digital billboard sign. This alert is a free digital communication system used by emergency management agencies and first responders to send emergency alerts, notifications and updates to portable digital devices.
