Narrative:

On June 14, 2019, a Pre-Trial Detention Facility Mail Room Clerk notified the Classification Unit

that Suboxone was detected on mail that was being sent to an inmate who is housed at the jail.

The Mail Room clerks are trained to identify contraband that is being sent in through the mail.

The mail consisted of an envelope addressed to Inmate Jason Alberto Allen. Concealed within

the adhesive seam of the envelope opening were two rectangular strips of Suboxone. The

Classification Unit has become familiar with Suboxone strips as other subjects have attempted to

mail them in, in the past.

The Classification Unit conducted an investigation and was able to identify the sender as Jennifer

Lee Singleton. On June 20, 2019, with the assistance of the Sheriff Narcotic’s Pharmaceutical

Unit, Singleton was located and arrested. Singleton was booked at the Pre-Trial Detention

Facility for conspiracy to commit a crime, bringing narcotics into a jail, and unauthorized

communication with an inmate. Allen who was currently in custody at the Pre-Trial Detention

Facility was arrested for conspiracy to commit a crime. Singleton’s and Allen’s bail was set at

$20,000.

Prior Mail Investigations:

Since January of 2019, the Classification Unit has investigated over seven cases regarding drugs

being mailed to inmates at the Pre-Trial Detention Facility. As a result of these investigations,

three search warrants were served, and 11 arrests were made. Some of the arresting charges

include conspiracy to commit a crime, bringing narcotics into a jail, and possession of a

controlled substance.
