Wilmington Police make second arrest in January shooting

A Wilmington Police investigation has resulted in a second arrest related to a January shooting incident.
 
On January 17 at approximately 4:30 p.m., police received a report of a robbery in progress in the area of 11th and Lombard Streets. As patrol units were responding to the area, police received a call about a shooting victim who had arrived at the hospital. Police responded to the hospital and located a 31-year-old New Castle man suffering from a gunshot wound, and officers located and processed the scene at 11th and Lombard.
 
The case was assigned to Detective Matthew Reiss of the Criminal Investigations Division. Through his investigation, Detective Reiss developed 34-year-old Artemus Portis as a suspect.
 
Portis was located and apprehended by the Street Crimes Unit on May 15. Detective Reiss secured arrest warrants for Portis, who has now been charged with the following offenses:
 

  • Attempted Robbery (First Degree)
  • Possession of a Firearm During the Commission of a Felony
  • Carrying a Concealed Deadly Weapon
  • Possession of a Weapon in a Safe School Zone
  • Conspiracy (Second Degree)
 
Portis was arraigned in the New Castle County Court of Common Pleas and was committed to the Howard R. Young Correctional Institution on $142,000 cash-only bail.
 
Police previously identified and arrested another man – 23-year-old New Castle resident Antwine Jackson – in connection with this incident. He has been charged with robbery (first degree) and conspiracy (second degree), and was arraigned in New Castle County Superior Court on February 1. At the time, he was given $10,500 unsecured bail and was released pending further proceedings.
 
This robbery and shooting incident was captured on surveillance footage (https://youtu.be/rAphIJ9C2u4). Please are still seeking to identify the individual who pulled the trigger, who is also shown in the video.
 
Sgt. Shane Sowden of the Criminal Investigations Division applauded the efforts of investigators in this case in identifying two suspects and the Street Crimes Unit for aiding in the apprehension of Portis.
 
“The two arrests in this case are a result of the diligent efforts of detectives, who demonstrate relentless follow-up in each of their investigations,” said Sgt. Sowden.
