Change of Leadership at Southwestern Regional Police

To: The Residents of Heidelberg, Manheim, North Codorus Townships and Spring Grove Borough.

I have accepted another employment position and will be resigning as the police chief of the Southwestern Regional Police Department effective June 5, 2019.  Because I “may” not be able to say good-bye to you personally, I wanted to express to our 18,000 residents how much I appreciate your support and confidence in our officers since 2002. 

17 years ago my family and I relocated to this area to accept one of the best opportunities a police officer could have – starting a brand new department.  I had enjoyed my 20 years as an officer in South Florida, but this was a once-in-a-lifetime opportunity in my home state.
Our 16 employees are very proud of our accomplishments –providing policing in a professional and understanding manner.  We have always realized that the people that reside in our communities guide us in what we do and how we do it.  We are proud of HOW we have policed in these many years – with community involvement and with openness with what we do and how we do it.  At the same time, we have been effective in reducing crime and the fear of crime – by a substantial amount - 47%.  This is because you trusted us to solve your problem.  We couldn’t have done it without ya!
One of my greatest satisfactions has been to be able to provide uniform policing to our four municipalities - when once they were seperate departments.  This regional concept improved all aspects of policing in our region by doing so.  Regionalization has been a tremendous asset to our area.  Regionalization is not without its challenges.  We are currently experiencing some discord by our member municipalities.   Disagreements should be expected among any group; but the disagreements have had a very detrimental effect and have destabilized our very good police organization.  I do firmly believe that our board members will be able to determine a solution.  The alternative would be to possibly lose a highly rated department with excellent employees.
I have accepted a position with the PA Chiefs of Police Association in Harrisburg, PA.  This is a great organization that provides a multitude of services to municipalities throughout the State.  I have recommended to our board that a member of our department take the leadership role at our department.  Through this transition period, I have no doubt that our officers will continue to provide excellent police service to our communities – and probably even better!  Again, thank you for allowing me to serve your community.
