Wilmington Police make arrest in January 2017 shooting

Wilmington Police have arrested and charged a 40-year-old man in connection with a January 2017 shooting incident.
 
On January 17, 2017 at approximately 12:54 a.m., police were called to the 200 block of North Rodney Street in reference to a gunshot victim. Upon arrival, officers located a 33-year-old man suffering from multiple gunshot wounds, who was transported to the hospital in critical but stable condition.
 
Detective Jose Santana of the Criminal Investigations Division was assigned the case, and in the course of his investigation, 40-year-old Thomas Payne was developed as a suspect. An arrest warrant for Payne was obtained and he was taken into custody without incident on April 9.
 
Payne has been charged with the following:
 

  • Attempted Murder (First Degree)
  • Possession of a Firearm During the Commission of a Felony
  • Possession of a Firearm by a Person Prohibited
 
Payne was arraigned on the above charges in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution on $103,000 cash-only bail.
 
Captain Malcolm Stoddard, commander of the Criminal Investigations Division, recognized the persistence of investigators in pursuing charges in this case.
 
“I applaud the work our detectives do on a daily basis to follow up on cases and pursue new leads,” said Captain Stoddard.
