Hesperia man arrested for fraudulent use of credit cards and mail theft dating back to December 2018

LOCATION: Various Cities: Rancho Cucamonga, Fontana, Hesperia, Ontario, Apple Valley and Los Angeles.
SUSPECT: Joseph Justin Fullen, 35-years-old from Hesperia
SUMMARY:
On January 16, 2019, a citizen of Rancho Cucamonga reported fraudulent activity on two credit cards she never received in the mail. The credit cards were stolen, activated, and used at various locations in Rancho Cucamonga, Banning, Beaumont, and Victorville. Surveillance images were captured for one of the transactions and identified the suspect’s vehicle as a gold, 4-door, Toyota Camry. The registered owner of the vehicle was Joseph Justin Fullen.
After the above referenced incident, the Rancho Cucamonga Police Department responded to four other reports regarding mail theft and the use of a gold, 4-door, Toyota Camry between January and March of 2019.
On April 1, 2019, Detectives from the Rancho Cucamonga Police Department located and contacted Fullen inside his vehicle in Ontario. Fullen’s vehicle contained approximately 300 pieces of stolen mail and clothing from Rancho Cucamonga, Fontana, Ontario, Hesperia, Apple Valley, and Los Angeles. He had multiple counterfeit mailbox keys in his possession, which were individually labeled for the cities of Chino, Ontario, Victorville, Moreno Valley, Fontana, Hesperia and Rancho Cucamonga.
Detectives learned Fullen manufactured the mailbox keys to steal mail and obtain people’s identifying information. Detectives were able to further connect Fullen to mail thefts dating back to December 2018 and learned he was responsible for using other people’s credit cards for fraudulent purchases.
The United States Postal Inspectors Office assisted Detectives and assumed the investigation, which will be forwarded to the US Attorney’s Office for review and filing of federal charges. Fullen was arrested and booked into the West Valley Detention Center on April 1, 2019.
Detectives are releasing photos of Fullen’s vehicle and his booking photo.
