Police Department's Board Explores the Future of the Department

Our police department’s Board Members continue to explore the future of the department.

Several weeks ago a cost reduction / service reduction plan was provided by Chief Bean to our (4) municipalities; North Codorus, Heidelberg, Manheim Townships and Spring Grove Borough.  The plan was requested in September by the Board in reaction to North Codorus Township’s request for a reduction of costs.  This plan called for (3) less officers than our current staffing of 14.  This would create a 25% cost savings for each municipality.  The Chief acknowledged that (3) less officers wasn’t ideal as compared to our current staffing; but did recommend the plan.  The reduction plan would provide 0.6 officers per thousand residents; the least of any regional police department in York County and nearly the State.  
At last evenings Police Board meeting, North Codorus Twp. provided a letter advising that they were rejecting the current plan and planned on leaving the department as of Dec. 31, 2019.  Their decision can still be reversed up and until the end of the year.  Police Board chair Matt Bollinger advised at the meeting that he hopes that they do rescind their departure decision and that the police cooperative is better together than apart. 
The Board will now begin reviewing material to determine what the penalty will be for North Codorus’s departure.  This will be based on the pre-existing "Articles of Agreement."  The penalty could be as much as one year’s payment which is currently $992,000; or less depending on a multitude of factors.  The remaining municipalities will also need to explore their options for police service moving forward.  The department will begin researching the level of police service and cost for the remaining members.  No exact time-line has been established for these answers.
