GTPD Media Advisory: Enhanced Patrol and Automated License Plate Reader "ALPR" Alerts Police to A Stolen Motor Vehicle

On 2/19/2019, at approximately 10:54 AM, the Gloucester Township Police 24 Hour Community Policing Dispatch Center received notification that a stolen vehicle was traveling on Blackwood-Clementon Rd. utilizing an Automated License Plate reader (ALPR). This system reads license plates and compares it to a list of violations and/or wanted/stolen vehicles.
Gloucester Township Police officers were in the area conducting enhanced patrol operations and located the stolen motor vehicle travelling on Blackwood-Clementon Road. A high risk motor vehicle stop was conducted as the vehicle entered Rt. 42 Northbound. With the assistance of the New Jersey State Police, traffic was temporarily stopped on Rt. R2 N and the driver, later identified as Faraaj Houston from Willow Grove PA, was arrested without incident. The female passenger, later identified as Kristen Seamen from Chester PA, refused to comply with officer’s commands to exit the vehicle. Washington Township Police K-9 assisted and a short time later, the female exited the vehicle and was arrested.
The vehicle was reported stolen days prior out of Cheltenham Township Pennsylvania. Police located several pieces of drug paraphernalia inside the vehicle.
Faraaj Houston was charged with Receiving Stolen Property (3rd degree), Obstruction (4th degree), Possession of Drug Paraphernalia (DP), and Possession of a Hypodermic Syringe (DP). Kristen Seamen was charged with Unlawful Taking of Means of Conveyance (4th degree), Obstruction (4th degree), Possession of Drug Paraphernalia (DP), and Possession of a Hypodermic Syringe (DP). Both subjects were remanded to the Camden Correctional Facility in accordance with New Jersey Bail Reform.
Both subjects were provided with services including speaking with a licensed clinical social worker and Gloucester Township’s Project SAVE (Substance Abuse Visionary Effort) advocate.
The arrest of these individuals and provided services are another example Gloucester Township Police Department’s focused police efforts and practices in the three critical areas of law enforcement including SUPPRESSION, PREVENTION, and INTERVENTION. The Gloucester Township Police Department has implemented a number of initiatives and programs to combat the growing abuse of heroin which recently led to reported fatal overdoses.
